15-Minute Cities Offer Economic Boost to Costa Rica

San José, Costa Rica — Costa Rica is embracing the innovative “15-minute city” urban planning model, aiming to revitalize its economy and enhance the quality of life within the Greater Metropolitan Area (GAM). This model prioritizes accessibility, ensuring residents can access essential services like work, education, healthcare, shopping, and recreation within a 15-minute radius of their homes, primarily by walking or cycling.

This approach not only stimulates job creation through construction projects but also fosters a vibrant local economy by connecting businesses with a wider customer base. The concentration of amenities within these micro-zones creates a dynamic economic cycle, benefiting both residents and businesses.

To gain a deeper understanding of the legal complexities surrounding urban development in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an experienced attorney at Bufete de Costa Rica.

Sustainable urban development requires a delicate balance between fostering economic growth and preserving environmental integrity. In Costa Rica, this means navigating a complex regulatory landscape, including zoning laws, environmental impact assessments, and construction permits. Developers must prioritize community engagement and transparency throughout the process to ensure projects align with local needs and minimize potential conflicts.

Lic. Arroyo Vargas eloquently highlights the tightrope walk inherent in responsible urban development, particularly within Costa Rica’s rich natural context. Indeed, true sustainability requires not only navigating the legal framework but also fostering genuine dialogue with the communities that will be most affected. This holistic approach, balancing economic progress with environmental protection and social equity, is crucial for creating thriving and resilient urban spaces. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.

These developments have a very strong economic impact because as you have all these nearby developments, be it businesses, schools, medical centers, it creates precisely an economic cycle around the geographical point. What is seen at the urban level are the micro-blocks, which is what we should be doing, having a micro-zone of La Sabana, moving on to the micro-zone of Paseo Colón, that move within that same 15-minute axis, and the economic impact would be very strong.

Leopoldo Muñoz, Director of Projects at CENFI, emphasizes that this internationally recognized concept, adapted to the Costa Rican context, places mobility at the heart of urban development. He highlights the crucial role of government support, both national and municipal, in ensuring housing accessibility alongside private investment.

Muñoz explains that higher-density construction within the GAM can help offset the high cost of urban land, a significant factor highlighted in the 2024 Housing Sector Balance and Trends report by the University of Costa Rica (UCR) and the Federated College of Engineers and Architects (CFIA). The report identifies San José, Curridabat, Escazú, and Heredia as having the highest land values.

If the developer has the possibility of building more on the same space, they can somehow distribute the costs. So, it can precisely have some effect in terms of the final cost of the solution.

Fuad Farach, Director General of RC Inmobiliaria, a company developing self-contained city projects in San José province, points out the importance of building within densely populated areas. This strategy keeps residents within the city, close to existing infrastructure and services, avoiding the need to relocate to more distant areas.

Our contribution is to build in densely populated areas so that the population remains in the city, where all this service infrastructure exists, and they do not have to buy in remote areas as many people have had to do, moving to Coyol de Alajuela or Grecia.

Businesses are fed by the same residents, by the people who come for short-term rentals, and by the offices that generate significant movement for lunches or breakfasts, for every business we have here, which is mostly gastronomic and convenience stores.
