Costa Rica Launches Major Coastal Infrastructure and Sustainable Fishing Drive in Puntarenas

Puntarenas, Costa Rica — Costa Rica’s Rural Development Institute (Inder) has embarked on a sweeping economic modernization initiative across the Pacific coast, committing billions of colones to critical infrastructure and sustainable fishery upgrades. This strategic push aims to bridge the historical development gap in rural coastal areas, transforming local economies that rely heavily on small-scale fishing and tourism.

The flagship project of this development push is the construction of a pioneering pier in Costa de Pájaros, Puntarenas. For the first time, this coastal town will have a dedicated docking facility designed to enhance the transport of passengers and goods, alongside streamlining operations for local artisanal fishermen. The project includes a fixed passenger dock and a launch ramp for boats.

Construction on the Costa de Pájaros pier has already surpassed the 40 percent mark, with completion slated for December 2026. Representing a substantial capital investment of ₡1,964.3 million, the project is a collaborative effort involving Inder, the Ministry of Public Works and Transport (MOPT), and the Municipality of Puntarenas. It is expected to directly benefit roughly 1,650 families in the region.

Following the completion of the Costa de Pájaros pier, Inder plans to extend its infrastructure campaign further into the Gulf of Nicoya. Starting in 2027, the agency will launch the construction of two smaller community piers on Isla Caballo, located at Playa Torres and Playa Coronado.

These upcoming island docks will require an investment of ₡1,755 million and are designed primarily to accommodate small-scale coastal shipping, artisanal fishing boats, and local tourism operators. Approximately 400 residents of Isla Caballo will benefit directly from these safer, more reliable transit points, which will reduce their isolation from mainland economic centers.

These initiatives respond to very concrete needs of our coastal communities. We are working both on infrastructure that improves the mobility and safety of families, and on actions that strengthen an economic activity on which thousands of people depend. The objective is to generate better conditions to produce, commercialize, and develop rural coastal territories.

Beyond physical concrete and wooden docks, the developmental roadmap focuses on long-term ecological and economic sustainability for Costa Rican fisheries. Inder has announced a ₡447.2 million allocation to revitalize the Fishery Improvement Project, known as FIP Pelágicos CR. This initiative targets the longline fishing sector, funding the scientific studies and regulatory preparations required to seek prestigious Marine Stewardship Council (MSC) certification.

Achieving MSC certification for Costa Rican yellowfin tuna, dorado (mahi-mahi), and swordfish would open lucrative international green markets to local fishermen. This phase is being executed in partnership with the Costa Rican Fisheries and Aquaculture Institute (Incopesca) and the National Federation of Longline, Artisanal, and Allied Chambers (FEDENAP), ensuring that local industry stakeholders are directly involved in the transition to globally recognized sustainable standards.

This multi-pronged strategy by Inder underscores a shift toward localized economic resilience. By blending immediate logistical infrastructure with long-term ecological certifications, Costa Rica is laying the foundation for a highly competitive, modern blue economy.
