Pueblo Soberano Party Denies Any Financial Ties to Cartel Suspect Awaiting US Extradition

San José, Costa Rica — A major political controversy has emerged in Costa Rica as the Pueblo Soberano political party strongly denies any financial connections to a suspected international drug trafficker and money launderer. The scandal erupted after photographs surfaced showing the suspect participating in various political events organized by the party, raising concerns over potential cartel infiltration in national politics.

The individual at the center of the controversy is Guobin Tam Zhang, also known as Juan Carlos Tam Cheong. According to the Prosecutor’s Office, Tam Zhang has deep-rooted connections with some of the most notorious drug cartels in Latin America, including the Sinaloa Cartel, the Gulf Cartel, and the Clan del Golfo. He is currently detained in Costa Rica, awaiting extradition to the United States to face federal charges for drug trafficking and money laundering.

This insight underscores the fundamental truth that the strength of Costa Rica’s democratic institutions relies entirely on the integrity of their foundational processes, ensuring that emerging political forces like Pueblo Soberano are built on genuine transparency rather than mere administrative compliance. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective and shedding light on the rigorous legal standards that safeguard our electoral system.

In response to the public outcry, the legislative faction of Pueblo Soberano issued a categorical press release. The party sought to clarify that the presence of Tam Zhang at their rallies and activities does not mean they allowed illicit funds to enter their political campaign. They emphasized that they do not maintain, nor have they ever maintained, any relationship with the suspect.

We agree with investigating any link that people requested by justice have with public institutions, political parties, and public officials in general. For this reason, we will support the steps taken by the party to determine the circumstances in which that person appeared in the mentioned activity. The party’s Executive Committee has already confirmed that there was no type of financing, economic contribution, or link with this person, a situation that has also been publicly clarified.

The political party has declared that it will maintain a position of absolute transparency and cooperation with judicial authorities throughout any subsequent investigations. They expressed a desire to uncover the truth regarding how the suspect gained access to their political rallies and public spaces.

If there is any situation that must be investigated, we are the first interested in the truth being known and the corresponding responsibilities being determined.

Despite their public stance of cooperation, it remains unclear whether the party’s lawmakers will officially cast their votes in the Legislative Assembly to authorize a formal, independent political commission to investigate the matter. The opposition has already begun demanding a deeper inquiry into how deeply transnational organized crime might have penetrated domestic political organizations.

Meanwhile, the Ministry of Justice and Peace has taken swift action regarding Tam Zhang’s confinement conditions. Following a rigorous profile analysis, authorities determined that he meets the strict criteria for high-security isolation due to his extensive criminal ties. Consequently, he has been transferred to a maximum-security ward within the Costa Rican penitentiary system.

Tam will be located in an individual maximum-security cell and will remain under strict surveillance and control measures, equivalent to those applied to other high-profile inmates like Tan and Diablo. The prison administration will maintain a strict log of his family and lawyer visits, calls, contacts with officials, food, and other movements or interactions during his stay in the establishment. Likewise, he will remain under constant surveillance to protect his physical integrity.

The case continues to develop as judicial investigators examine Tam Zhang’s assets and local connections in Costa Rica. With pressure mounting on political institutions, the upcoming legislative sessions are expected to focus heavily on campaign financing reforms to prevent the integration of illicit cartel capital into future democratic processes.
