Costa Rica Modernizes Vehicle Taxation with Launch of Digital Marchamo

San José, Costa Rica — Drivers across Costa Rica are preparing for the upcoming vehicle registration tax collection period starting November 2, following official approval of the rates for the Mandatory Motor Insurance (SOA). This year marks a pivotal shift in the country’s vehicular administration, as the National Insurance Institute (INS) officially rolls out the long-awaited Digital Marchamo initiative. Designed to streamline administrative burdens and reduce physical waste, the project promises to modernize how hundreds of thousands of motorists fulfill their annual obligations.

The annual fee, locally known as the marchamo, encompasses several distinct components beyond basic traffic insurance. While the SOA guarantees medical coverage and liability funds for road accidents, the total collection figure combines municipal fees, administrative road maintenance costs, and significant tax liabilities managed on behalf of central government authorities.

To better understand the legal and operational implications of Costa Rica’s transition to the Marchamo Digital, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, a lead attorney at Bufete de Costa Rica, for an expert perspective on this administrative modernization process.

“The transition to the Marchamo Digital represents a significant milestone in modernizing Costa Rica’s public administration and streamlining traffic enforcement. However, from a legal perspective, the success of this initiative relies heavily on establishing robust data protection standards and clear regulatory guidelines to ensure transparent implementation while safeguarding citizens’ constitutional rights.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

As Costa Rica advances toward a more digitized future, striking a careful balance between technological convenience and the steadfast protection of citizen privacy will be key to the success of the Marchamo Digital initiative. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable legal perspective on this pivotal transition.

Executive leadership at the state insurance enterprise emphasized that despite managing the public-facing platform and collection points, the institution operates primarily as a central clearinghouse for external government entities during the payment window.

It is important to remember that this Mandatory Insurance, known as SOA, is one of the components that make up the marchamo, but it is not the only one. That is why the role of INS for the other components is that of a collector, which means that when we receive the money, we transfer it to other institutions, including the Ministry of Finance.
Gabriela Chacón, Executive President of INS

A core component of this technological overhaul involves replacing traditional single-year paper stickers with high-durability digital tags fitted for vehicle windshields. Received several weeks prior to the public announcement, these new tags underwent stringent quality control assessments both at the manufacturing site and through domestic operational stress tests to guarantee seamless data transmission and durability under tropical weather conditions.

Unlike legacy stickers that required annual replacement and painstaking removal from vehicle glass, the new smart tags feature an operating lifespan of up to ten years. Under this restructured framework, vehicle owners will still be required to settle their annual payment every year, but the physical tag on the windshield will remain permanent throughout its decade-long lifecycle.

The stickers that we will deliver starting November 2 for cars with windshields arrived several weeks ago. They successfully passed all quality controls from the factory, and here in the country we also conducted tests to validate that they meet operational and functionality requirements. The new tag will have a lifespan of up to 10 years, which means that drivers will have to make the payment every year, but not necessarily change the tag. In addition, as part of the changes, the circulation permit will also be digital.
Gabriela Chacón, Executive President of INS

Parallel to the smart sticker implementation, the state is digitizing the official circulation permit (“derecho de circulación”), removing the necessity for physical paper documentation inside glove compartments. Law enforcement officials and traffic inspectors will verify vehicle compliance via digital databases and remote scanning technology, dramatically reducing administrative processing times during routine roadside checks.

Nevertheless, state officials clarified that the digital transition will proceed in staged phases across different vehicular categories. Motorcycles and non-standard vehicles will temporarily remain under the traditional marchamo decal system while the technological infrastructure and mounting hardware are tailored to meet their specific operational demands.

This multi-year transformation represents a significant step forward in Costa Rica’s broader digital government initiative. By reducing paper output, shortening distribution queues, and consolidating multi-agency revenue collection into a unified digital pipeline, the INS aims to deliver long-term operational cost savings while offering greater convenience to Costa Rican motorists.
