San José, Costa Rica — In a major boost to Costa Rica’s expanding sustainable technology sector, four local small and medium-sized enterprises (SMEs) have secured grant co-financing from the Grand Duchy of Luxembourg to scale groundbreaking solutions in sustainable agriculture and food systems. The strategic partnership, facilitated by Costa Rica’s Ministry of Economy, Industry, and Commerce (MEIC), combines nearly €480,000 in non-repayable funds from the LuxAid Challenge Fund with matching investments from the enterprises themselves, driving a cumulative total investment of €1.49 million into the national economy.
The capital injection marks a key milestone for Costa Rica’s commitment to combining eco-friendly innovation with commercial scalability. Selected through a rigorous competitive selection process, the winning enterprises—BioVENKO, Guerrero Agrícola, Cultura Fungi, and BioConversión—focus on critical pain points in modern agriculture, including the elimination of chemical agrochemicals, waste valorization, circular bio-economy models, and pest control through indigenous micro-organisms.
To better understand the evolving legal landscape surrounding agricultural technology and sustainable investment in the region, TicosLand.com consulted with leading legal analyst Lic. Larry Hans Arroyo Vargas from Bufete de Costa Rica.
“Costa Rica’s positioning as a green hub provides immense potential for agtech ventures, but scaling these innovations requires strict compliance with environmental regulations, water usage rights, and intellectual property protections for proprietary tech. Navigating local regulatory frameworks early on is essential for securing international investment and ensuring long-term operational viability.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
As Costa Rica continues to solidify its reputation as a leader in sustainable innovation, proactively aligning agtech ventures with local legal and environmental standards will undoubtedly serve as the bridge between promising ideas and long-term global success. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for sharing his valuable perspective with our readers and highlighting the critical role that legal foresight plays in nurturing the country’s vibrant green economy.
The grant initiative kicked off with 137 initial applicant registrations from across the country. Following a comprehensive screening process, 33 full applications were evaluated, yielding 24 fully eligible proposals. From there, eight finalists were invited to present their business models during a high-stakes Pitch Day before an expert committee comprising officials from MEIC, the Luxembourgish Embassy, LuxDev, and external market specialists.
Government leaders praised the initiative as a model for how targeted international technical cooperation can accelerate domestic business growth while advancing climate resilience.
Today we celebrate the business vision, innovative capacity, and commitment of our SMEs to Costa Rica’s sustainable development. International cooperation is a key tool to boost development and generate new opportunities for our productive sector; that is why we value the alliance with the Grand Duchy of Luxembourg and, particularly, initiatives like the LuxAid Challenge Fund. Beyond the magnitude of the investment, its true value lies in converting knowledge, effort, and business creativity into tangible results for the country: more sustainable agriculture, utilization of productive waste, circular economy, alternatives to pests and diseases, and stronger productive chains. This process confirms that Costa Rica has talent, capacity for innovation, and companies prepared to develop high-value solutions, grow with purpose, and contribute to a more dynamic, inclusive, and sustainable economy.
María del Milagro Solórzano León, Minister of Economy, Industry, and Commerce
Among the beneficiaries, BioVENKO specializes in isolation and deployment of naturally occurring environmental microorganisms to combat crop diseases. Their research allows commercial growers to decrease reliance on synthetic pesticides across staple crops such as bananas, citrus fruits, and vegetables. The co-financing will speed up their regulatory filings and regional field trials.
We look for solutions in biodiversity through microorganisms that can help control pests and diseases, bringing them to farmers to solve concrete problems in their crops.
Lizzy Retana, Representative of BioVENKO
Operating out of Zarcero, Guerrero Agrícola plays a vital role in connecting certified local farmers adhering to the TICO-BPA (Good Agricultural Practices) standards with bio-inputs, agronomy consulting, and centralized distribution networks. Demand for healthy, traceable produce currently outpaces the venture’s operational capacity; the funding will directly expand their collection center capabilities and broaden their farmer supplier network nationwide.
The co-financing will allow us to incorporate more producers, increase the stability and variety of production, and reach more areas of the country with healthy food produced in a more sustainable way.
Henry Guerrero, Representative of Guerrero Agrícola
Meanwhile, Cultura Fungi has pioneered a waste-to-food circular model, utilizing spent agricultural residues to cultivate gourmet and functional mushrooms and functional biological extracts. The company recycles post-harvest organic waste back into its production loops, creating a zero-waste operation that satisfies growing market appetite for sustainable proteins and wellness supplements.
We managed to create our own cycle based on a circular economy. In our production of mushrooms and extracts, nothing is wasted: we revalue waste and generate food with nutritional value and a low environmental footprint.
Ana Cristina Trejos, Co-founder of Cultura Fungi
Rounding out the awardees, BioConversión addresses agricultural mass waste generated by Costa Rica’s massive coffee, pineapple, sugarcane, and palm oil industries. Utilizing its proprietary BIOCRISOL technology, the firm processes low-value organic byproducts into biochar, soil amendments, and renewable energy. The funding enables the startup to bridge the capital gap between demonstration testing and commercial pre-industrial scaling alongside agricultural cooperatives.
The co-financing allows us to close critical gaps to take the technology to the next stage and advance in about a year and a half in a process that, without this support, could take between three and four years.
Marco Chaves, Representative of BioConversión
International observers noted that Costa Rica’s entrepreneurial ecosystem stands out regionally due to its sophisticated integration of biological sciences, environmental stewardship, and commercial readiness.
Costa Rica has great potential for innovative companies offering high-level products and services with real impact. We found a very diverse ecosystem with a fairly high level of maturity, even compared to other countries where we have implemented this project.
Frank Wolff, Regional Representative for Latin America and the Caribbean at LuxDev
As these four ventures enter their execution phase, industry analysts view the joint MEIC-Luxembourg initiative as a crucial test case for transforming local eco-innovations into scalable, export-ready business models across Central America.
