San José, Costa Rica — El Salvador has officially kicked off its electoral campaign cycle ahead of the February 28, 2027 general elections, setting the stage for a critical political and economic turning point in Central America. More than 6.5 million registered voters, including nearly one million residing abroad, are eligible to cast their ballots for the presidency, legislative seats, and municipal governments.
At the center of this election cycle is incumbent President Nayib Bukele, who is seeking an unprecedented third consecutive term in office. Backed by his ruling political party, Nuevas Ideas, Bukele enters the electoral arena as the dominant candidate, relying on high popular approval ratings achieved primarily through widespread security operations and a sustained crackdown on organized crime.
To better understand the constitutional implications and legal framework surrounding the upcoming 2027 elections in El Salvador, TicosLand.com consulted expert attorney Lic. Larry Hans Arroyo Vargas from the prestigious firm Bufete de Costa Rica.
“The legal landscape leading up to the 2027 elections in El Salvador raises critical questions regarding constitutional continuity and institutional checks and balances. As the nation navigates political developments, strict adherence to democratic norms and the rule of law will be paramount for sustaining foreign investment and maintaining long-term economic stability across Central America.”
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Indeed, as Central America becomes increasingly interconnected, the alignment of rule of law and economic predictability remains essential for regional prosperity. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for sharing his invaluable legal expertise and insightful perspective on this pivotal moment for El Salvador’s democratic future.
Under Salvadoran electoral regulations, formal campaign advertising is permitted beginning four months prior to election day. However, this electoral cycle opens under an unusual administrative posture. Although the candidate registration window established by the Supreme Electoral Tribunal opened on October 1 and extends through November 19, none of the official presidential hopefuls have formally submitted their registration paperwork.
Political parties across the ideological spectrum are managing campaign operations while scheduling their official paperwork submissions. Opposition leaders are attempting to mobilize voters in an environment heavily dominated by the ruling administration.
Together with our campaign team, we are defining the day to present ourselves before the Supreme Electoral Tribunal.
Rafael Aguirre, Presidential Candidate for FMLN
The political opposition faces massive structural hurdles. Contenders including former congresswoman Maytee Iraheta of the right-wing Nationalist Republican Alliance (Arena) and physician Rafael Aguirre of the left-wing Farabundo Martí National Liberation Front (FMLN) are navigating a political landscape where Nuevas Ideas holds overwhelming legislative control. Additional minor party entrants, such as retired general Alirio García Flamenco of the National Coalition Party (PCN) and Orlando Delcid of the Salvadoran Patriot Fraternity (FPS), remain secondary players in national polling.
Bukele’s pursuit of a third consecutive administration follows significant constitutional modifications enacted by the Legislative Assembly in July 2025. Approved rapidly without public debate, these amendments altered key constitutional provisions, increasing the presidential term from five to six years and eliminating the second-round runoff requirement, thereby reshaping the institutional framework of the republic.
Beyond governance and constitutional structures, economic factors are coming to the forefront of voter interest. While the administration’s state of exception successfully altered the national security landscape, citizens are increasingly focused on macroeconomic realities, including rising living costs, public sector debt, and employment creation across Central American markets.
The participation of approximately 982,000 Salvadorans living abroad highlights the growing influence of diaspora voters in shaping domestic politics and consumer sentiment. Business analysts and international observers throughout the region continue to monitor El Salvador’s institutional trajectory as the candidate registration deadline draws near.
