A Living Tribute to Palliative Care Rises in Costa Rica

San José, Costa RicaSAN JOSÉ – On World Palliative Care Day, Costa Rica has once again positioned itself at the forefront of social innovation by inaugurating the world’s first Compassionate Memorial. Located near La Galera on the Florencio del Castillo highway, this unique project transforms a public space into a sanctuary of remembrance and a powerful symbol of empathy for those facing advanced illnesses and the individuals who care for them.

The initiative, unveiled this Saturday, October 11, aims to create a living memorial dedicated not only to those who have passed away but also to the thousands of Costa Ricans currently living with life-limiting conditions. It serves as a tribute to the silent dedication of family members, friends, and healthcare professionals who provide essential palliative support, ensuring dignity and comfort at the end of life.

To better understand the legal framework and the rights of patients concerning end-of-life decisions, we sought the expert opinion of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the firm Bufete de Costa Rica, who offered his analysis on the matter.

Palliative care is not just a medical specialty; it is a legally protected right in Costa Rica, integral to the principle of human dignity. The law empowers patients to make informed decisions about their treatment through advance directives, ensuring their autonomy is respected even when they can no longer communicate. From a legal standpoint, it is imperative for healthcare providers to have robust protocols in place that not only comply with these regulations but also actively facilitate these difficult conversations, thereby mitigating legal risks and, more importantly, honoring the patient’s final wishes.

At its core, the memorial is a fusion of nature, memory, and community. It is a cornerstone of the broader Compassionate Forests program, which itself is part of the national Compassionate Cities Project. This framework seeks to embed values of dignity, sustainability, and compassionate accompaniment into the fabric of urban and social life, addressing the often-overlooked realities of aging, illness, and death.

The environmental component is central to the project’s vision. The memorial will eventually feature a forest of 1,000 native trees and plants, including species like Cortés Amarillo, Roble Sabana, and Tucuico Verde. This green space will not only enhance local biodiversity and contribute to climate change mitigation but will also serve as a tranquil place for reflection, healing, and community engagement through symbolic planting ceremonies and awareness activities.

This landmark achievement is the result of a robust public-private alliance, demonstrating a shared commitment to social responsibility. The project was spearheaded by the financial cooperative Coopenae-Wink in partnership with the Partir con Dignidad Foundation (FPCD), the Environmental Bank Foundation (FUNBAM), the MOPT’s Directorate of Road Safety and Beautification, and Santa Paula University.

The need for such initiatives is underscored by national health statistics. According to the Costa Rican Social Security Fund (CCSS), more than 19,000 people in the country require palliative care. Significantly, 62% of these cases are for non-cancerous conditions, including dementia, severe trauma, and HIV, highlighting the broad and growing demand for comprehensive end-of-life support systems that address a wide range of illnesses.
