In the same period, from the start of 2021 to September 2025, nearly 2,300 people have lost their lives in traffic accidents. This crisis is not defined by momentary lapses in judgment but by conscious decisions to operate vehicles illegally. Authorities point to the high frequency of fines for fundamental violations, such as driving without a valid license, an up-to-date vehicle registration (marchamo), or a passed technical inspection (RTV), as evidence of deliberate defiance.
According to officials, this behavior stems from a fundamental disconnect between the penalty and the potential for life-altering consequences. The mindset of many drivers is one of calculated risk, weighing a potential fine against the perceived inconvenience of compliance, often ignoring the lethal danger their actions pose to themselves and others.
It is a cultural issue. Some drivers take the risk despite the consequences of having their vehicle impounded and being fined… many do not associate the penalty with the real risk that can cause a death on the road.

Paradoxically, Cosevi’s data shows a notable decrease in the number of fines issued, with over 180,000 fewer tickets written between 2021 and 2024. However, officials are quick to dismiss any notion that this trend reflects improved driver behavior. The real reason is a critical and growing deficit of Traffic Police officers, which has severely hampered the state’s ability to enforce the law.
Estimates from the Ministry of Public Works and Transport (MOPT) indicated a shortfall of more than 400 officers as of June 2025. This chronic understaffing has crippled regional delegations, preventing the robust and widespread enforcement needed to deter reckless driving across the country. The result is a dangerous illusion of safety, where fewer fines mask an unchanged or even worsening level of road discipline.
The link between these administrative violations and fatal outcomes is direct and undeniable. Officer Segura emphasized that a significant portion of drivers involved in fatal accidents lack the basic credentials and skills required for safe driving. This highlights a fatal gap in both regulation and personal responsibility, where the most unqualified drivers are often involved in the most severe incidents.
