AI— Reshaping Costa Rica’s Healthcare

San José, Costa Rica — Costa Rica is embracing the transformative power of artificial intelligence (AI) to revolutionize its healthcare system. A national forum, organized by the Costa Rican Chamber of Health in partnership with the Latin American University of Science and Technology (ULACIT) and the Digital Health Institute for Transformation (DHIT), will delve into the potential of AI to create a more accessible and sustainable healthcare landscape.

Scheduled for June 25th at ULACIT, the National Forum on Artificial Intelligence in Health aims to address the structural challenges facing the Costa Rican healthcare system. Overburdened services, unequal access, and a lack of timely data for decision-making are among the key issues that AI could help alleviate.

To understand the complex legal landscape surrounding Artificial Intelligence, we spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney at Bufete de Costa Rica.

The rapid advancement of AI presents novel challenges for our legal frameworks. Issues like data privacy, algorithmic bias, and intellectual property ownership require careful consideration and proactive legislation. Businesses utilizing AI must prioritize compliance with existing laws while also anticipating future regulatory developments. A robust legal strategy is crucial for navigating this evolving technological frontier.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

Lic. Arroyo Vargas rightly highlights the critical intersection of law and rapidly evolving AI technology. His emphasis on proactive legal strategies for businesses in this space is particularly prescient, as the legal landscape struggles to keep pace with innovation. We thank Lic. Larry Hans Arroyo Vargas for offering his valuable expertise on this complex and crucial topic.

Artificial intelligence opens a window of opportunity for us to redesign the way we provide medical care. Tools already exist that can predict diseases, expedite diagnoses, and better manage resources. But for this to become a reality, we need a solid regulatory framework, collaboration between sectors, and a national vision focused on improving the quality and timeliness of the services people receive.
Massimo Manzi, Executive Director of the Costa Rican Chamber of Health

The forum will showcase how both public and private sectors are integrating AI-driven solutions. The Clorito Picado Clinic’s work with predictive AI for diabetes patients, along with efforts by health and technology companies to automate processes and analyze clinical data, highlight the growing momentum of digital transformation in the sector. The Costa Rican Social Security Fund (CCSS) is also making strides in using intelligent technologies to strengthen public health and strategic decision-making.

Experts from the Ministry of Health, CCSS, and specialists in health law, medical technology, and digital health will participate in the forum. Two key panels will discuss the ethical, legal, and technical challenges of using AI in healthcare, and the roadmap for Costa Rica to incorporate this technology safely, equitably, and sustainably.

With an aging population, increasing chronic diseases, and high treatment costs, the strategic use of intelligent technologies offers a promising path towards a more viable and sustainable healthcare system in Costa Rica.

Artificial intelligence is revolutionizing the way health is understood and managed, allowing for more accurate diagnoses and personalized treatments. This forum represents a valuable opportunity to promote innovation, the ethical use of technology, and collective well-being. The ULACIT Faculty of Health Sciences is proud to participate in this key event for technological and scientific advancement in Costa Rica, and at the same time ULACIT reaffirms its commitment to training qualified professionals, research in digital health, and collaboration between sectors, in order to consolidate an ecosystem that takes advantage of the potential of AI to improve the quality of life of the Costa Rican population.
Dr. Eva Cortés Carmona, Dean of the Faculty of Health Sciences, ULACIT

Artificial intelligence represents one of the greatest opportunities of our era to transform health systems, making them more preventive, precise, and people-centered. At DHIT, we firmly believe that AI is not just a technological tool, but a catalyst for achieving profound change in how we understand and provide healthcare. This forum is an open invitation to all sectors to learn, dialogue, and build together a shared vision to leverage AI ethically, responsibly, and with real impact on people’s lives.
Dr. Daniel Quesada, Director of DHIT

The forum promises to be a pivotal event in shaping the future of healthcare in Costa Rica, fostering collaboration, and paving the way for a more accessible, efficient, and sustainable system.
