Calle Blancos Business Hub Expands into Integrated Lifestyle District

Calle Blancos Business Hub Expands into Integrated Lifestyle District

San José, Costa RicaSAN JOSÉ – Parque Empresarial del Este (PEDE), a key corporate campus under the Grupo Montecristo umbrella, has officially launched a new phase of development set to redefine its role in the capital’s landscape. The project will transform the Calle Blancos complex from a traditional business center into a fully integrated urban district, championing a modern philosophy of innovation, sustainability, and holistic well-being.

Located in the heart of the Greater Metropolitan Area in Goicoechea, the park is embracing the comprehensive “LIVE + WORK + PLAY” model. This globally recognized concept aims to create a seamless environment that combines state-of-the-art offices, retail spaces, residential options, lush green areas, and wellness zones, fostering a vibrant community for companies, employees, and local residents alike.

To gain a deeper legal perspective on the challenges and opportunities presented by modern urban development, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the renowned firm Bufete de Costa Rica, for his expert analysis.

Effective urban development hinges on a delicate balance between progress and regulation. While zoning laws and environmental permits are essential to ensure sustainable and orderly growth, an overly bureaucratic or unpredictable approval process can stifle investment and delay crucial infrastructure projects. The key lies in modernizing our legal frameworks to create a more agile, transparent, and legally secure environment for developers, without sacrificing the environmental and social well-being that defines our nation.

Central to this ambitious transformation is the recent acquisition of a 3,500-square-meter parcel of land adjacent to the existing campus. Construction, which commenced in August 2025, will introduce world-class infrastructure designed to meet the evolving demands of a post-pandemic corporate world and enhance the urban fabric of the surrounding area.

The expansion plan includes three key components. A new mixed-use tower will rise to offer a blend of modern office suites and dynamic commercial areas. To address logistical needs, a dedicated parking building is being constructed to improve vehicle access and significantly optimize the parking-to-leasable-area ratio. Finally, an existing building on the campus is undergoing a complete remodeling to provide flexible office solutions, with spaces ranging from 100 to 750 square meters available in either “Plug & Play” or core-and-shell configurations.

These projects reaffirm our commitment to excellence and quality of life. The acquisition of this land and the development of new integrated spaces confirm our vision of becoming a corporate lifestyle district.
Elisa Retana, General Manager of Parque Empresarial del Este

The vision extends beyond corporate tenants. By creating a connected and dynamic community, the renewed Parque Empresarial del Este aims to generate tangible benefits for the entire ecosystem. Its strategic location within a densely populated zone of San José provides thousands of professionals with access to high-quality employment opportunities without enduring long commutes, directly contributing to a better work-life balance and reduced traffic congestion.

Further cementing its position as a forward-thinking hub, the complex was recently the site for the inauguration of the region’s most advanced 5G network. This technological leap provides resident companies with unparalleled high-speed connectivity, empowering businesses with a global vision to operate at peak efficiency and innovation. This move solidifies Costa Rica’s reputation as a competitive and attractive destination for foreign investment.

With this new chapter, PEDE is poised to become a regional benchmark for sustainable urban development, technological integration, and corporate wellness. The project led by Grupo Montecristo directly addresses the new paradigms of the modern workforce, emphasizing flexibility, connectivity, and a human-centric approach to design.

Grupo Montecristo is leading this transformation with a proposal that responds to new market demands: flexible, connected, sustainable, and people-centric spaces, positioning Parque Empresarial del Este as a leader in urban innovation, corporate development, and quality of life.

Ultimately, this development phase reaffirms a deep-seated commitment to creating a space where corporate success and personal well-being are not mutually exclusive. By integrating progress with social responsibility, Parque Empresarial del Este is building an ecosystem designed to propel both businesses and people forward.
