Costa Rica Explores Joining New Global Tech Alliance Pax Silica

San José, Costa RicaSan José – Building on its established role as a key partner in the U.S. CHIPS Act, Costa Rica is now setting its sights on a more ambitious goal: potential inclusion in Pax Silica, a new strategic alliance designed to secure the global semiconductor and artificial intelligence supply chains.

The Central American nation has been actively working to solidify its position as a reliable hub for the technology industry. This latest move signals a clear intent to deepen strategic ties with the world’s most advanced economies and move up the high-tech value chain. The government has confirmed it is analyzing pathways to join the recently announced U.S.-led initiative.

To gain a deeper understanding of the legal and investment framework surrounding Costa Rica’s burgeoning semiconductor industry, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

For Costa Rica to truly capitalize on the global semiconductor race, our legal framework must be a beacon of stability and predictability. Manuel Tovar, the Minister of Foreign Trade, expressed the country’s proactive stance on the matter, highlighting the administration’s intent to formally explore opportunities for membership.

We view it with interest and will possibly take some steps to see if there is any space, at some point in the future, for it to expand to this region of the world.

Announced by the United States in December, Pax Silica is described by the State Department as “a strategic initiative to build a secure, prosperous, and innovation-driven silicon supply chain.” Its scope is comprehensive, spanning from critical minerals and energy inputs to advanced manufacturing, semiconductor production, AI infrastructure, and logistics.

The initiative’s name, drawing from the Latin “pax” for peace, evokes historical terms like Pax Romana, suggesting a new era of stability and prosperity centered on technology. The alliance aims to reduce dependencies on coercive nations, protect critical AI materials, and ensure aligned countries can develop and deploy transformative technologies at scale.

The founding members of Pax Silica comprise a powerhouse of global technology, including Japan, South Korea, Singapore, the Netherlands, the United Kingdom, Israel, the United Arab Emirates, and Australia. Minister Tovar noted that while no countries from the Americas are yet included, Costa Rica already maintains robust relationships with many of these founding nations.

It brings together very interesting economies with which Costa Rica has a very strong and consolidated relationship, such as the United Arab Emirates, Israel, Japan, Australia, and South Korea, to create a new alliance that can work on the resilience of supply chains, in semiconductors, and on topics like artificial intelligence.

This potential integration into Pax Silica is a logical progression of Costa Rica’s national “Semiconductor Roadmap,” a long-term strategy designed to overcome challenges and establish the country as an indispensable hub for tech companies. The nation’s successful inclusion in the CHIPS Act has already provided a vote of confidence from the United States, and joining this new, broader alliance would further cement its status as a trusted and capable partner in the Western Hemisphere.

The action lines for Pax Silica are ambitious, focusing on securing the global tech supply chain, launching joint ventures to address vulnerabilities in AI development, co-investing in strategic opportunities, and protecting sensitive technologies.
