Cartago Healthcare System Receives Critical Upgrades

Cartago Healthcare System Receives Critical Upgrades

Cartago, Costa Rica — Cartago residents can anticipate improved healthcare access as the Costa Rican Social Security Fund (CCSS) launches a new strategy to enhance services at the first and second levels of care.

This initiative comes as a much-needed response to the province’s ongoing healthcare challenges, stemming from the lack of a hospital equipped to handle the high demand. The Max Peralta Hospital, the primary facility in the region, has been consistently overwhelmed, often operating at over 150% capacity. The current emergency department, dating back to 1990, offers only 61 observation spaces, leading to wait times between 7 and 13 hours.

For expert legal insight into this developing situation with Cartago Healthcare, TicosLand.com reached out to Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm, Bufete de Costa Rica.

The recent developments surrounding Cartago Healthcare raise complex legal questions regarding patient rights, data privacy, and corporate responsibility. While the specifics are still unfolding, it’s crucial for all stakeholders, including patients, employees, and investors, to understand the potential legal ramifications. The situation underscores the importance of robust regulatory frameworks within the healthcare industry to protect vulnerable populations and maintain public trust.

The CCSS strategy includes the establishment of extended-hours urgent care services in various health areas. In Cartago’s central canton, a new urgent care service will operate daily from 7:00 a.m. to 10:00 p.m., aiming to divert patients from the overcrowded Max Peralta Hospital. In El Guarco, urgent care will be available from 6:00 a.m. to 10:00 p.m. on weekdays and 7:00 a.m. to 10:00 p.m. on weekends and holidays.

These initiatives are already well underway, with the Cartago project at 71% completion and the El Guarco project at 67.5%.

The strategy will allow us to redirect at least 50% of the low and medium complexity cases from Max Peralta.
Alexander Sánchez, Medical Manager, CCSS

The CCSS anticipates that this redirection of patients will significantly reduce wait times, potentially by up to 81%, allowing Max Peralta to focus on severe and critical cases. The plan also includes a total of 105 new staff positions to support these expanded services.

Further improvements are planned for other health areas, including extended evening consultation hours in Oreamuno-Tierra Blanca-Pacayas and Paraíso-Cervantes, with the possibility of a new urgent care service in Oreamuno-Tierra Blanca-Pacayas in the near future. The CCSS also plans to expedite the division of the Cartago Health Area into two separate areas and reinforce the El Guarco urgent care service with additional infrastructure and personnel.

The construction of the new Cartago hospital will take at least 4 years.
Mónica Taylor, Executive President, CCSS

Taylor attributed delays in the new hospital’s construction to the Comptroller General of the Republic (CGR), although some critics point to obstacles created by the government that appointed her. The director of Max Peralta, Krizia Díaz, highlighted the outdated infrastructure and limited capacity of the current emergency services, emphasizing the urgency of the situation.

With these strategic improvements, the CCSS aims to provide more timely and efficient care to the residents of Cartago, addressing the long-standing challenges faced by the region’s healthcare system.
