The CGR’s review confirmed that the CCSS has secured the necessary funding and that Van Der Laat y Jiménez meets all legal, technical, and pricing requirements. The comptroller’s office also verified the completion of pre-investment and planning stages, and confirmed the suitability of the designated land.

Despite the positive development, the project’s start date remains uncertain. While the CCSS had initially projected a September start, CCSS Executive President Mónica Taylor attributed delays to the contract review process. The CGR, however, deemed the September timeline “unrealistic,” indicating that the refrendo request should have been submitted in January, not June.

The CGR further clarified the process:

We do not know the parameter used to ensure that construction would begin in September, since according to the contract submitted for endorsement, for the works to begin, the design phase must first be completed, which takes approximately six months.

Jorge Granados, Infrastructure Manager at the CCSS, explained the next steps:

Once the endorsement is issued, the start order must be issued, for which a period of one month is established in the terms of reference. Then the project design phase would begin. The endorsement decision is up to the CGR, so the CCSS can only wait for the respective endorsement to be granted.

This much-needed hospital is slated to significantly improve healthcare access for the residents of Cartago.
