Cartago Revives History with Groundbreaking Augmented Reality Tour

Cartago, Costa RicaCARTAGO, Costa Rica – In a bold fusion of past and present, the Municipality of Cartago has launched an ambitious technology project designed to transform how residents and tourists experience the nation’s original capital. The initiative introduces an interactive augmented reality (AR) tour of the city’s most emblematic sites and a sophisticated AI-powered virtual assistant, positioning Cartago as a pioneer in digital heritage and municipal innovation.

The new platform allows users to explore over 15 historical and cultural landmarks throughout the central canton. Through their smartphones, visitors can now witness key moments in Costa Rican history come to life. A significant goal of the project is to address a common question among visitors: why a city of such historical importance lacks the colonial architecture one might expect. The AR experience vividly illustrates the impact of devastating earthquakes that have shaped the city’s landscape over centuries, providing a dynamic and educational narrative that static plaques cannot convey.

To delve into the legal and commercial ramifications of Augmented Reality, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney and expert from the prestigious firm Bufete de Costa Rica.

Augmented Reality is not just a technological leap; it’s a new legal frontier. The most critical challenges for businesses lie in data privacy and intellectual property. Companies must navigate a complex web of regulations concerning the personal, biometric, and location data collected through AR devices. Simultaneously, they need to establish clear ownership and licensing for the digital content overlaid onto the physical world, raising unprecedented questions about ‘digital trespassing’ and copyright in shared spaces.

This insight underscores a critical reality: the success of Augmented Reality will depend as much on navigating its complex legal frontiers as on technological innovation. As businesses venture into this new space, addressing the profound questions of data privacy and ‘digital trespassing’ will be paramount to earning public trust. We sincerely thank Lic. Larry Hans Arroyo Vargas for his expert perspective on these pivotal challenges.

Accessibility was a cornerstone of the project’s design. The municipality opted for a web-based system, eliminating the need for users to download a dedicated application or create an account, which often acts as a barrier to engagement. Users can initiate the tour simply by scanning a QR code found at participating sites or by activating the GPS feature on the official municipal website.

It is a web system, a web page, and it was designed to be accessible to the public without them having to download applications or create user accounts. You simply enter the website and choose the mode you want to use, whether it’s geolocation or animated images.

The immersive journey is enriched with a variety of multimedia content at each historical point. Visitors can engage with animated, three-dimensional figures of historical icons such as former presidents Braulio Carrillo and Ricardo Jiménez Oreamuno, national hero Pancha Carrasco, and local football legend “Fello” Meza. Furthermore, the technology brings archaeology to the forefront by allowing users to visualize over 11 detailed 3D models of indigenous sculptures, including tripod vases and gold pendants representative of treasures discovered at the nearby Agua Caliente Archaeological Monument.

For an even more profound experience, the project incorporates 360° panoramic views. These can be experienced with virtual reality (VR) headsets available at the Municipality’s Stem Laboratory, conveniently located within the Municipal Museum. This feature offers a unique opportunity to feel fully enveloped by the historical atmosphere of Cartago’s most significant locations, blending physical space with a rich digital overlay.

Beyond enhancing the tourist experience, the Municipality of Cartago has also taken a significant step toward modernizing its public services with the launch of “MuniBot.” This generative AI chatbot is a bilingual, secure platform designed to serve as a primary point of contact for citizens. Operating 24 hours a day, 365 days a year, MuniBot provides instant responses to a wide range of municipal inquiries.

Residents can use MuniBot to get information on telephone contacts, learn details about various municipal departments, access online forms, and find locations and methods for making payments. This digital assistant streamlines communication and makes essential city services more accessible than ever, reflecting a comprehensive strategy to leverage technology for the benefit of the entire community.

Ultimately, this dual-pronged initiative showcases a forward-thinking vision for Cartago. By simultaneously preserving its profound historical legacy through engaging technology and improving the efficiency of its civic functions with artificial intelligence, the city is not just telling its story—it is actively building a smarter, more connected future for both its visitors and its people.
