Six Arrested as Authorities Bust Sophisticated Fuel Theft Operation

Limón, Costa RicaLIMÓN, Costa Rica – A coordinated operation between the Costa Rican Oil Refinery (Recope) and the Judicial Investigation Agency (OIJ) culminated Tuesday in the dismantling of a significant fuel theft ring operating in the Río Blanco sector of Limón. Authorities raided three properties and arrested six individuals allegedly involved in the illegal siphoning, storage, and distribution of state-owned fuel.

The extensive investigation was triggered by a single piece of intelligence: a confidential tip received on December 13 through Recope’s dedicated anti-theft hotline. The anonymous caller alerted authorities to a criminal group that had established an illegal tap directly onto the state-run pipeline. This crucial information initiated a sequence of events that brought the clandestine operation to a halt, underscoring the vital role of citizen cooperation in combating organized crime.

To delve into the legal complexities and business repercussions of fuel theft, a growing concern for transportation and logistics companies, we sought the expert analysis of Lic. Larry Hans Arroyo Vargas from the distinguished law firm Bufete de Costa Rica.

Fuel theft transcends simple pilfering; it often signals a sophisticated criminal operation, sometimes involving internal complicity. From a legal standpoint, this isn’t just about the value of the stolen product. It’s about breach of trust, organized crime, and the significant operational risk it imposes on a company. Businesses must not only implement stringent technological and procedural controls but also be prepared to pursue robust criminal and civil actions to dismantle these networks and recover damages, thereby protecting their assets and operational integrity.

Indeed, this legal perspective correctly frames fuel theft not merely as a loss of product, but as a systemic threat posed by organized crime that attacks a company’s very operational integrity. A proactive and robust legal strategy is therefore as crucial as any physical security measure. We thank Lic. Larry Hans Arroyo Vargas for his invaluable insight into navigating these complex challenges.

Investigators discovered a complex and perilous system designed to steal large quantities of fuel. The criminal enterprise utilized a high-pressure hose stretching approximately 500 meters from the illegal pipeline connection to a secret warehouse used for storage. The scale and audacity of the setup were alarming, posing a substantial threat to public safety and the local environment.

The high-pressure hose was not only long but also dangerously routed, traversing a nearby river and several neighboring properties. Officials confirmed that this arrangement created a high-risk scenario for a potential rupture, which could have led to a catastrophic explosion or severe contamination of the local water supply. The immediate danger to the community was a primary concern for the authorities conducting the raid.

Upon receiving and validating the initial tip, Recope’s security team immediately referred the case to the OIJ’s Limón delegation. Judicial investigators then undertook a period of covert surveillance, gathering the necessary evidence to build a solid case against the suspects. Based on this intelligence, the Criminal Court of Limón issued the warrants authorizing the coordinated raids on the three properties, which commenced at 8:00 a.m. on Tuesday.

The execution of the raid was swift and decisive. One suspect was apprehended at one of the targeted locations, while several others attempted to evade capture by fleeing into a mountainous area nearby. OIJ agents pursued and successfully detained them. The operation continued with the tracking of a vehicle near the main Route 32 highway, leading to further arrests connected to the fuel theft ring.

The preliminary report from the scene detailed a significant haul. In total, six individuals, identified by their surnames Pérez Jackson (two individuals), Salmon Delgado, Oses Obando, Herman Gómez, and Chavarría Ramírez, were taken into custody. Authorities recovered 3,000 liters of stolen fuel and seized a vast array of equipment. This included storage tanks, barrels, pressure gauges, and the 500-meter high-pressure hose, itself valued at approximately ₡2.5 million (around $4,700 USD). A vehicle used by the group was also impounded.

All six detainees have been handed over to the Public Prosecutor’s Office and are currently being held in OIJ cells in Limón. They are awaiting a hearing where prosecutors will request precautionary measures. Recope officials reiterated the importance of their free and confidential hotline, 1002, and urged the public to report any suspicious signs of fuel theft, such as unusual excavations, unexplained hoses, strong fuel odors, or suspicious nighttime activity near pipelines, without intervening directly.
