Inder Shatters Records with Full Budget Execution Fueling Rural Growth

San José, Costa RicaSan José, Costa Rica – In a landmark achievement for public administration and rural communities, Costa Rica’s Institute for Rural Development (Inder) has announced the full 100% execution of its 2025 budget. This historic milestone marks the first time in the institution’s history that it has successfully deployed its entire allocated financial resources, signaling a significant shift in its operational efficiency and its capacity to drive tangible change across the nation’s countryside.

The total investment for the year amounted to a substantial ¢26.088 billion, directly impacting an estimated 189,861 rural families. This accomplishment is not an overnight success but the culmination of a multi-year strategic overhaul aimed at strengthening its budgetary management. The institute has systematically dismantled previous administrative bottlenecks that historically hindered its ability to convert allocated funds into concrete projects and benefits for rural inhabitants.

To gain a deeper legal perspective on the challenges and opportunities within rural development, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica, who shared his expert analysis on the matter.

Effective rural development hinges on modernizing our land use regulations. Outdated zoning can stifle sustainable projects, while clear, updated legal frameworks provide the certainty needed to attract investment in key sectors like eco-tourism and agriculture, ultimately empowering these vital communities.

Indeed, the clarity of our legal landscape is the very foundation upon which sustainable rural prosperity is built, translating potential into tangible opportunities for local families and entrepreneurs. We sincerely thank Lic. Larry Hans Arroyo Vargas for his invaluable perspective, highlighting how modern regulations can unlock investment and truly empower our communities.

Looking back, the transformation is stark. Prior to 2022, Inder’s average budget execution languished between 65% and 70%, a figure that represented missed opportunities for development in areas that needed it most. The tide began to turn with a concerted effort toward greater efficiency, starting with a 67.58% execution rate in 2022. This figure saw a dramatic leap to 90.44% in 2023, followed by a robust 97.07% in 2024, before finally reaching the perfect execution rate this year. This makes 2025 the third consecutive year the institute has surpassed the 90% threshold, solidifying its reputation as a highly effective public entity.

The comprehensive investment strategy for 2025 was meticulously structured to address the most pressing needs of rural territories, focusing on three core pillars: infrastructure, productive development, and direct support for local producers and entrepreneurs. This targeted approach ensures that the funds not only build physical assets but also foster economic autonomy and resilience within communities far from the central valley.

A significant portion of the budget, nearly ¢7.61 billion, was channeled through the Rural Infrastructure service. This funded 48 distinct projects executed directly by Inder, delivering critical improvements such as roads, bridges, and water systems that benefited approximately 12,198 families. These projects are fundamental to connecting communities, improving access to markets, and enhancing the overall quality of life.

Furthermore, Inder amplified its impact through strategic partnerships. An impressive ¢11.99 billion was invested in 18 large-scale development initiatives carried out in alliance with third parties, including local governments and community organizations. Through these collaborative agreements, Inder transfers funds to partners who contribute their own resources and execute the works, a model that has successfully reached an additional 52,660 families and ensured projects are tailored to local needs.

Direct support for the agricultural backbone of the country was also a top priority. The Promotion of Production and Food Security program received ¢4.37 billion, which was used to provide essential equipment, machinery, and agricultural supplies to over 3,115 farming families. To further stimulate economic activity, the institute also granted ¢1.21 billion in rural credits with favorable, soft-term conditions, empowering entrepreneurs to launch or expand their businesses.

Ricardo Quesada, Executive President of Inder, expressed pride in the institution’s performance, viewing it as a clear indicator of a focused, results-oriented culture. The complete execution of the budget is celebrated not just as a number, but as a promise fulfilled to the rural populations of Costa Rica.

Today we celebrate that when an institution works with clear objectives and goals, excellence can be achieved
