The prosecution alleges that in exchange for the contract, businessman Christian Bulgarelli provided $32,000 to Federico Cruz, a personal friend and advisor to President Chaves, with the alleged direct involvement of Chaves and then-Minister of Communication, Jorge Rodríguez. The charge is concussion, which carries a potential prison sentence of two to eight years.
