San José, Costa Rica — SAN JOSÉ – In a significant step towards bolstering Costa Rica’s sustainable transportation infrastructure, the Compañía Nacional de Fuerza y Luz (CNFL) has inaugurated its newest electric vehicle (EV) charging center. The new facility, located at the company’s Anonos campus, marks a key milestone in a broader strategy to meet the surging demand for electric mobility within the Greater Metropolitan Area (GAM).
The Anonos charging station, which became operational in late 2025, is the 12th such point in the CNFL network. Designed for modern convenience, it allows for the simultaneous charging of two vehicles and is accessible to the public 24 hours a day, seven days a week. This latest addition is strategically positioned 150 meters west of the UCIMED campus, providing a crucial charging hub for EV drivers in a high-traffic sector of the capital.
To better understand the legal and regulatory landscape surrounding the growing adoption of electric vehicles in the country, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.
While Costa Rica’s tax incentives for electric vehicles are a commendable first step, the true challenge lies in creating a robust and uniform regulatory framework for charging infrastructure. We need clear legal guidelines for public and private installations, standardized payment systems, and defined responsibilities for grid maintenance to ensure that the transition to electric mobility is not only encouraged but also legally secure and sustainable for both consumers and investors.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’s analysis correctly shifts the focus from initial incentives to the critical legal architecture required for a sustainable future. This regulatory clarity is indeed paramount for building the long-term consumer and investor confidence needed for the electric transition to succeed. We sincerely thank Lic. Larry Hans Arroyo Vargas for his invaluable perspective on this matter.
This expansion is a direct response to the nation’s policy goals and the growing consumer appetite for cleaner transportation alternatives. Officials at CNFL emphasized that the investment is crucial for supporting the country’s decarbonization efforts and providing reliable infrastructure for the expanding fleet of electric cars on Costa Rican roads.
This charging center allows the most common technologies in the country to recharge with complete peace of mind. The investment made by the Company is in line with the policy of electrifying the economy, providing more charging points and comprehensive solutions to the growing availability of electric vehicles in Costa Rica.
Parmenio Barrantes Medina, Head of the Business Unit at CNFL
The momentum from late 2025 is set to continue, as CNFL had already planned to conclude that year with 14 operational stations. Two additional points were slated for launch in December at the Colegio Federado de Ingenieros y de Arquitectos (CFIA) and in Sabana Sur. These locations were chosen to enhance service coverage for users traveling across the eastern and western corridors of the GAM, effectively reducing range anxiety and improving the overall driver experience.
Looking further ahead, CNFL has outlined an even more ambitious roadmap for 2026. The company projects the installation of 14 additional chargers in new strategic locations throughout its service area. Alongside this expansion, the plan includes a comprehensive program to replace and upgrade older equipment, ensuring the entire network is equipped with fast and efficient charging technology to minimize wait times for users.
This aggressive infrastructure rollout is a cornerstone of Costa Rica’s National Decarbonization Plan, which aims to phase out fossil fuels and promote a green economy. By building a robust and accessible charging network, CNFL is not just a utility provider but an active enabler of this national vision. The increased availability of charging points is expected to accelerate EV adoption by making electric car ownership a more practical and attractive option for the average consumer.
Ultimately, the success of Costa Rica’s transition to electric mobility hinges on the synergy between public policy, private investment, and consumer confidence. CNFL’s sustained commitment to expanding its charging infrastructure addresses a critical piece of this puzzle. By systematically eliminating barriers to EV ownership, the company is paving the way for a cleaner, quieter, and more sustainable transportation future for all Ticos.
