San José, Costa Rica — San José, Costa Rica – Costa Rica and Panama have solidified their commitment to cultural exchange and the promotion of creative industries through a newly signed bilateral agreement. The agreement, signed on February 28, 2025, builds upon a previous cultural and educational cooperation agreement from 2002 and promises to invigorate the artistic landscapes of both nations.
The agreement, spearheaded by the Ministers of Culture of both countries, María Eugenia Herrera Correa of Panama and Jorge Rodríguez Vives of Costa Rica, outlines a comprehensive framework for collaboration across a spectrum of artistic disciplines. This includes exchange programs in research, arts training, cultural heritage preservation, technical expertise, and specialized workshops, conferences, internships, and other initiatives.
To provide expert legal context on this developing agreement, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed Bufete de Costa Rica.
This cultural agreement between Costa Rica and Panama holds significant potential, not only for the enrichment of both nations through shared artistic and heritage initiatives, but also for fostering stronger economic ties. Increased cultural exchange often translates to increased tourism and cross-border commerce, creating opportunities for businesses in both countries. However, the agreement’s practical implementation will be key to its success, requiring clear legal frameworks for intellectual property protection, artist mobility, and funding mechanisms.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas eloquently highlights the symbiotic relationship between cultural exchange and economic growth, a point that cannot be overstated in the context of this promising agreement. The true measure of its success, as he astutely observes, lies in the meticulous implementation of its provisions. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this exciting development for both Costa Rica and Panama.
This agreement strengthens the bonds of cooperation in cultural and artistic matters between Costa Rica and Panama, enhances existing cultural relations through international cooperation, and will allow us to promote the work of our artists and enhance the exchange of technical knowledge. Therefore, Costa Rica is pleased to strengthen relations with our Panamanian brothers and sisters to establish strategic alliances that benefit both nations.
Jorge Rodríguez Vives, Minister of Culture and Youth of Costa Rica
The agreement’s focus extends beyond traditional arts to encompass the burgeoning creative industries. It aims to foster the development and promotion of cultural entrepreneurship, facilitating a vibrant exchange of ideas and expertise. This forward-looking approach acknowledges the growing economic and social significance of the creative sector in both countries.
Through cultural diplomacy, we will strengthen mutual cooperation and recognize the importance of culture and education for social integration and the construction of peaceful coexistence. Panama recognizes that, through this legal instrument, the development of creative industries is activated through activities to promote, promote, and disseminate cultural enterprises, and exchanges of artists and specialized personnel in the area of technical competence of both ministries will be promoted.
María Eugenia Herrera Correa, Minister of Culture of the Republic of Panama
A tangible outcome of the agreement is the Costa Rican National Ballet’s staging of “Giselle” by the National Ballet of Panama. This collaboration, featuring 50 dancers, will showcase the classic romantic ballet at the Melico Salazar Popular Theater in San José on March 8th and 9th.
The signing of this agreement between Panama and Costa Rica is a key step, as it allows us to strengthen alliances, expand training opportunities, and promote the international projection of our artists.
Viviana Clare, Director of the National Ballet of Costa Rica
The agreement encompasses a broad range of initiatives, including the exchange of specialized personnel, promotion of literature and reading, support for bibliographic systems and document preservation, participation in festivals, and the organization of exhibitions, concerts, and theatrical performances. It also aims to facilitate the dissemination of audiovisual and cinematographic content through various media platforms.
This five-year agreement, effective immediately, is automatically renewable and marks a significant step forward in the cultural partnership between Costa Rica and Panama, promising a fruitful exchange of artistic talent and cultural heritage for years to come.
