The program specifically targets young people and adults officially classified as living in conditions of extreme poverty, poverty, or significant socioeconomic vulnerability. The entire application process will be managed through the Digital Regionalization Module (ReDi), an online platform accessible daily from 7:00 a.m. until midnight. To ensure aid is directed to those most in need, the system integrates with the Unified System of State Beneficiaries (SINIRUBE). This data-driven approach allows the MEP to efficiently verify the socioeconomic status of each applicant, streamlining eligibility checks and targeting resources with greater precision.

The scholarships provide tangible monthly stipends intended to cover tuition and course fees at a wide range of accredited institutions, including both public and private universities and para-universities across the country. The financial aid is structured in two tiers based on the student’s academic workload. Those enrolled in two or three courses will receive a monthly payment of ¢65,520, while students undertaking a fuller load of four or more courses will be eligible for ¢104,980 per month.

Aspiring beneficiaries must prepare a comprehensive set of documents to complete their online submission. The required paperwork includes a signed and sealed certification of enrollment from their educational institution, a similarly verified study plan, and a copy of their current identification document. Furthermore, applicants must provide a certification of their bank account details, including the “cuenta cliente” and IBAN, to facilitate direct deposit of the funds.

A specific requirement has been established for students enrolled in public universities or para-universities. These applicants must submit an official statement from their institution detailing whether they are already recipients of another institutional scholarship. This measure is designed to ensure an equitable distribution of public funds and prevent the duplication of benefits, thereby maximizing the overall impact of the national aid program. The MEP’s Scholarship Unit also reserves the right to request additional information or clarification on any submitted documents as needed.

While the ReDi platform is prepared for an influx of new requests, the MEP has also established a separate process for current scholarship holders. A second self-management system is available for existing beneficiaries who need to process the extension of their aid for the upcoming academic cycle. These students must follow the renewal requirements stipulated for each term to ensure the continuity of their financial support.
