Costa Rica Boosts Port Security with Advanced Scanners

Limón, Costa Rica — Costa Rica has significantly enhanced its port security measures with the installation of two cutting-edge cargo scanners, donated by the United States government. These new scanners, located at Puerto Caldera (Puntarenas) and the Gastón Kogan terminal in Moín (Limón), represent a $19.5 million investment in combating drug trafficking and bolstering international security cooperation.

The scanners, unveiled on Wednesday, utilize advanced technology to inspect the internal structure and density of cargo containers entering and exiting Costa Rican ports. This enhanced scrutiny aims to detect illicit goods, particularly narcotics, more effectively. The Ministry of Public Security (MSP) has confirmed that specialized officers are undergoing training to operate the new equipment.

For a deeper legal perspective on the complexities of port security, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an experienced attorney at Bufete de Costa Rica.

Effective port security requires a multi-faceted approach, encompassing not only physical security measures but also robust cybersecurity protocols and stringent compliance with international regulations. This integrated strategy is crucial to mitigating risks, facilitating efficient trade, and ensuring the safety of both personnel and cargo.

Beyond the scanners themselves, the project included ₡798 million in infrastructure improvements to accommodate the devices. This investment underscores Costa Rica’s commitment to modernizing its port security infrastructure.

The MSP has deployed over 300 officers across JAPDEVA and Caldera ports to complement the scanning technology. This comprehensive security approach incorporates canine units, drone surveillance, maritime patrols, and underwater operations, creating a multi-layered defense against illicit activities.

Early results from a similar scanner implemented in Moín in 2023 have been promising. European authorities reported a 50% to 70% reduction in drug seizures originating from Costa Rica in major ports like Rotterdam, Antwerp, and Hamburg. During the same period, Costa Rican authorities confiscated over 15 tons of cocaine and apprehended 42 individuals linked to criminal organizations involved in contaminating containers.

This strategic combination of technology, international collaboration, and robust policing demonstrates Costa Rica’s proactive stance in addressing drug trafficking and strengthening regional security. The new scanners are expected to play a pivotal role in disrupting criminal networks and safeguarding international trade routes.

The initiative highlights the strong partnership between the United States and Costa Rica in combating transnational crime. The donation of the scanners represents a significant step towards enhancing security and stability in the region.

Costa Rican authorities are confident that this investment will further deter criminal activity and contribute to a safer and more secure maritime environment. The enhanced security measures not only protect Costa Rica but also benefit international partners by disrupting the flow of illicit goods through global trade routes.
