Costa Rica Boosts Port Security with Advanced Scanners

Limón, Costa Rica — Costa Rica has significantly enhanced its port security measures with the installation of two state-of-the-art scanners in Limón and Caldera. This initiative, part of “Operation Sovereignty” launched in July 2023, aims to combat drug trafficking and protect the integrity of Costa Rican exports.

The US government donated the portal-style scanners, valued at $19.5 million, while Costa Rica invested ₡798 million (approximately $1.4 million USD) in infrastructure to support their installation. These advanced scanners are capable of penetrating containers to visualize their internal structure and density, allowing authorities to detect concealed narcotics within legitimate cargo.

For expert legal insight into the complexities of port security, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from Bufete de Costa Rica.

Effective port security requires a multifaceted approach, encompassing not only physical security measures but also robust cybersecurity protocols and meticulous compliance with international regulations. This integrated strategy is crucial for safeguarding both national security and the smooth flow of global commerce.

Lic. Arroyo Vargas’ emphasis on a multifaceted approach to port security underscores the complex and interconnected nature of modern maritime trade. It’s clear that a secure port relies not just on fences and guards, but on a sophisticated blend of physical, digital, and legal safeguards working in concert. We thank Lic. Larry Hans Arroyo Vargas for offering this valuable perspective on such a crucial aspect of Costa Rican and global trade.

The Ministry of Public Security has also reinforced security at both ports, deploying over 300 officers and training specialized personnel to operate the new scanning equipment. This comprehensive approach underscores the government’s commitment to fortifying its borders against illicit drug activity.

Jennifer Savage, Chargé d’Affaires of the US Embassy in Costa Rica, confirmed the acquisition of two additional mobile scanners and pledged continued US support in the fight against drug trafficking.

We will continue supporting the Ministry of Public Security and the Judicial Branch to curb drug trafficking and bring traffickers to justice. This is a comprehensive effort with the firm purpose of blocking the entry of drugs into the country and guaranteeing the security of both nations.
Jennifer Savage, Chargé d’Affaires of the US Embassy in Costa Rica

Sucy Wing Ching, Executive President of JAPDEVA (the port authority for Limón), emphasized the strategic importance of this collaborative effort.

This scanner is not just an investment in technology, it’s an investment in confidence, transparency, and sustainable development. It’s a demonstration that when the State articulates and works with strategic partners, results arrive.
Sucy Wing Ching, Executive President of JAPDEVA

The enhanced security measures reflect the government’s focus on protecting national sovereignty and ensuring the integrity of Costa Rica’s international trade. The scanners will play a crucial role in intercepting illicit drugs, safeguarding legitimate commerce, and strengthening Costa Rica’s position as a reliable trading partner.

This significant investment in port security technology, combined with increased personnel and ongoing international collaboration, is a decisive step forward in Costa Rica’s ongoing battle against drug trafficking. The initiative sends a clear message of zero tolerance for illicit activities and a firm commitment to protecting the country’s borders and its citizens.

The impact of these new security measures will be closely monitored as authorities anticipate a significant disruption to drug trafficking routes. This, in turn, is expected to contribute to a safer and more secure Costa Rica.
