Costa Rica Cultivates Agritech Innovation

Alajuela, Costa Rica — San Carlos, Costa Rica – In a bid to solidify its position as a leading agricultural exporter, Costa Rica is hosting the fifth annual Agrotransformación event. Organized by the Foreign Trade Promoter of Costa Rica (PROCOMER), this year’s gathering, held on July 11th, focuses on fostering innovation and technology within the agricultural sector.

Costa Rica already holds a prominent position in the global agricultural market, boasting top exporter status for pineapples, a leading supplier of cassava to the US and EU, and a pioneering role in deforestation-free coffee exports. However, maintaining this leadership requires continuous innovation, product diversification, and developing capacities beyond primary production. Agrotransformación is a key initiative in this strategy.

To gain a deeper legal perspective on the burgeoning agritech sector in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica. He offered valuable insights into the current legal landscape and its implications for this rapidly evolving industry.

The intersection of technology and agriculture presents exciting opportunities, but also unique legal challenges. In Costa Rica, agritech companies must navigate regulations related to land use, water rights, data privacy, and intellectual property, among others. A clear understanding of these legal frameworks is essential for sustainable and successful agritech ventures. Furthermore, forward-thinking legislation that fosters innovation while protecting existing stakeholders will be crucial for the continued growth of this vital sector.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

Lic. Arroyo Vargas rightly highlights the balancing act required for agritech to flourish in Costa Rica. Successfully integrating new technologies while respecting existing legal frameworks and the rights of all stakeholders will be key to unlocking the full potential of this sector and ensuring its long-term viability. We thank Lic. Larry Hans Arroyo Vargas for offering his valuable insights on this important topic.

The event brought together over 400 producers, entrepreneurs, researchers, and strategic partners for high-level conferences, technical workshops, informative stands, and collaborative workspaces such as the AgroBootcamp. Discussions centered around strengthening the regional Agritech ecosystem, innovation in key crops like plantains and cassava, and boosting Costa Rican agribusiness tech startups with global scaling potential.

Strengthening the agri-food sector is key to ensuring Costa Rica’s competitiveness in international markets and generating employment in our regions. Agrotransformación allows us to promote the adoption of innovative technologies and business models, strengthen productive linkages, and encourage investment in solutions that increase productivity with sustainability. From the Ministry of Foreign Trade, we support these initiatives that transform our agro-industry and reinforce our position as a reliable and visionary partner in the global economy.
Manuel Tovar, Minister of Foreign Trade

Key highlights of Agrotransformación include the launch of an Open Innovation Challenge for developing a functional cassava harvester prototype, a presentation on cassava-based product development by the National Center for Food Science and Technology (CITA) and DESCUBRE, and the signing of an agreement between PROCOMER and EARTH University.

This agreement formalizes a strategic alliance to develop an Agritech and agri-food research and development hub in Costa Rica. Supported by the Inter-American Development Bank (IDB), this hub aims to attract foreign direct investment (FDI) and national capital for developing innovative technologies that enhance agricultural efficiency, productivity, and sustainability.

Costa Rica has positioned itself as a leading country in agricultural exports, but the world is evolving rapidly. Competing globally doesn’t just depend on what we grow, but on how we integrate innovation and technology into our value chain. Therefore, spaces like Agrotransformación are vital to generating solutions that emerge from our regions and can conquer international markets.
Laura López, General Manager of PROCOMER

Further initiatives include the launch of an Agritech Business Acceleration Program designed to support 10 early-stage SMEs in the agricultural technology and services sector. Agrotransformación also benefits from the support of partners such as the CRUSA Foundation, the Technological Institute of Costa Rica, and the Inter-American Institute for Cooperation on Agriculture (IICA), who shared trends, financing tools, and success stories to accelerate agricultural transformation. The DESCUBRE program, focusing on value chain development from traditional products to emerging crops like plantains, cassava, and cannabis, promotes resilient and sustainable agriculture capable of generating quality employment in rural and coastal areas.

With over 60 multinational agribusiness companies operating nationally, an export offering of over 450 fresh products, and a sector representing 17% of the country’s goods exports, the transformation of agribusiness is a priority for Costa Rica to continue excelling in global markets.
