Costa Rica Embraces Contactless Commuting

San José, Costa Rica — Costa Rica’s public transportation system is undergoing a digital transformation, with contactless payment technology rapidly gaining traction among commuters in the Greater Metropolitan Area (GAM). As of June 2025, the system has processed an impressive 35 million contactless transactions on buses and trains, effectively replacing over ₡15 billion in cash and coins. This signifies a growing preference for digital payment solutions and highlights their convenience in everyday life.

The Central Bank of Costa Rica reported that these 35 million transactions were conducted across 1,488 buses operated by 37 different public transport companies within the GAM. In addition, the Costa Rican Railway Institute (INCOFER) has also fully integrated contactless technology into its train system, processing nearly 4.6 million transactions.

To understand the legal implications surrounding the rise of contactless payment systems in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.

The increasing popularity of contactless payments in Costa Rica presents both opportunities and challenges from a legal perspective. While the convenience factor benefits consumers and businesses, ensuring robust security measures to prevent fraud and protect user data remains paramount. This includes adherence to international standards like PCI DSS and a clear legal framework addressing liability in case of unauthorized transactions. Further, consumer education on secure usage practices is crucial for fostering trust and broader adoption of this technology.

Lic. Arroyo Vargas aptly highlights the dual nature of contactless payment adoption—its potential for growth coupled with the crucial need for robust security and consumer awareness. Striking the right balance between facilitating convenient transactions and safeguarding user data will be key to the long-term success of this technology in Costa Rica. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this evolving legal landscape.

The adoption rate of this technology varies across different modes of transport. Impressively, half of INCOFER’s passengers have transitioned to contactless payments, opting to leave cash and coins behind. For bus routes, the penetration rate hovers around 30%, with some variation depending on the specific route.

Mastercard, in collaboration with public and private sector partners, has been instrumental in implementing contactless payment technology within Costa Rica’s public transport network since the project’s inception. Efforts are ongoing to expand the system to two remaining routes within the San José metropolitan area, a move that would represent another significant step toward full digitalization across the entire GAM.

This shift towards contactless payment not only streamlines the payment process for commuters but also offers potential benefits for transport operators, including improved efficiency and reduced cash handling costs. The initiative reflects a broader trend of digitalization within Costa Rica, contributing to a more modern and integrated public transportation experience.

The success of contactless payments in the GAM underscores the potential for further expansion to other regions of Costa Rica. As the system continues to evolve, it is expected to further enhance the convenience and accessibility of public transport for residents and visitors alike.

This widespread adoption of digital payments also aligns with global trends towards cashless societies and reflects Costa Rica’s commitment to innovation and technological advancement within its public services.

The continued growth of contactless payments in Costa Rica’s public transport sector holds promise for a more efficient, convenient, and modern commuting experience, paving the way for a future where digital transactions are the norm.
