San José, Costa Rica — Costa Rica has taken a significant step into the digital age with the launch of its new Digital Identity Card (IDC), available to citizens starting September 9th. This innovative initiative, spearheaded by the Supreme Electoral Tribunal (TSE), offers a modern, secure, and portable alternative to the traditional physical cédula.

The IDC, priced at ₡2,600 and valid for four years, holds the same legal weight as its physical counterpart. This digital transformation aims to streamline interactions between citizens and both public and private institutions.

Obtaining the IDC is a straightforward process. Eligible citizens – those with a valid physical cédula, a mobile device, and no pending identity documents – can apply online at www.tse.go.cr/idc, a portal accessible 24/7. The application requires basic identification information, email verification, and payment via Visa or Mastercard. Once the online process is complete, applicants download the IDC-Ciudadano app from either the AppStore or PlayStore and activate their digital identity using a PIN, fingerprint, or facial recognition.

The IDC leverages biometric data securely stored by the TSE and incorporates advanced encryption and international standards for enhanced security and validation, both domestically and internationally. This digital format offers significant advantages, including increased portability, reduced risk of fraud, and simplified identity verification.

The benefits extend beyond individual citizens. Public and private institutions can anticipate greater efficiency through reduced data entry errors, faster processing times, and enhanced security against identity theft and fraud.

Importantly, the physical cédula remains valid and will continue to be issued free of charge at TSE offices, except in cases where the yearly limit for duplicates is exceeded.

The TSE has clarified that for the upcoming national elections on February 1, 2026, only the physical cédula will be accepted for voting. A redesigned physical cédula is also in the works as part of the TSE’s ongoing modernization efforts.

This move towards digital identification marks a crucial step in Costa Rica’s commitment to technological advancement and enhanced citizen services. It promises greater efficiency, security, and accessibility for all stakeholders.
