Costa Rica Enhances Tourist Safety with Dedicated 9-1-1 Center

San José, Costa Rica — San José, Costa Rica – In a move to bolster tourist safety and improve emergency response times, Costa Rican authorities inaugurated a specialized 9-1-1 dispatch center for tourists on Tuesday, September 2nd. Located in downtown San José, south of Central Park, the new Tourist Police 9-1-1 Dispatch Center will handle tourist-related emergencies received through the national 9-1-1 system.

The center is designed to provide specialized attention to tourists, including multilingual support and region-specific assistance based on the visitor’s location within Costa Rica. This initiative aims to streamline inter-agency coordination, facilitate clear communication, and ensure efficient deployment of resources in tourist-related emergencies.

To understand the legal implications surrounding the Tourist Police, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed Bufete de Costa Rica.

The establishment of a dedicated Tourist Police force can be a double-edged sword. While increased security and specialized attention for tourists can boost tourism revenue and enhance visitor experience, it’s crucial to ensure clear jurisdiction and collaboration with the national police force to avoid overlaps, inefficiencies, or potential conflicts of authority. Furthermore, comprehensive training programs focusing on cultural sensitivity, language skills, and appropriate conduct are vital to build trust and effectively serve the unique needs of international visitors.

Lic. Arroyo Vargas’ insightful commentary highlights the crucial balance Costa Rica must strike as it considers implementing a dedicated Tourist Police force. His emphasis on collaboration, training, and cultural sensitivity speaks to the core of building a system that truly protects and serves visitors while respecting the existing law enforcement structure. We thank Lic. Larry Hans Arroyo Vargas for providing this valuable perspective on a complex and evolving issue for Costa Rica’s tourism sector.

A key feature of the new center is its ability to collect, analyze, and utilize emergency data to identify crime patterns and high-risk areas. This data-driven approach will inform security strategies, optimize resource allocation, and prevent future incidents.

The inauguration was a collaborative effort between the Ministry of Public Security (MSP), the Costa Rican Tourism Institute (ICT), and the National 9-1-1 Emergency System. This initiative aligns with broader efforts to enhance security in tourist destinations across the country.

This is a significant achievement in improving the care of travelers and strengthening the safety of visitors. We will continue to move forward and provide support within our competencies, with the understanding that a sustainable destination must also strive to be a safe destination for visitors throughout the country.
William Rodríguez, Minister of Tourism

The enhanced focus on tourist safety comes amid a wave of violence affecting the country. The MSP and ICT have recently inaugurated several police stations in key tourist destinations like Tamarindo, Playa Panamá, Cahuita, and Santa Teresa, with plans to build another in Jacó. The Tourist Police force comprises 317 specialized agents, many of whom are multilingual to cater to the diverse international tourist population.

Costa Rica welcomes nearly three million international tourists annually. As of July 2025, the country recorded the arrival of 1,731,416 visitors by air. The new 9-1-1 center represents a crucial step in ensuring a safe and positive experience for these visitors.
