In January 2023, the Directorate General of Taxation requested that the Central Bank identify users with the highest transaction volumes, particularly those receiving over 100 transfers per month.

Starting September 1, 2025, version 4.4 of electronic receipts will include Sinpe Móvil as a payment method, enabling more accurate tracking. Currently, no automatic mechanism differentiates personal from commercial transfers, making it difficult to apply withholding taxes without a margin of error.
In 2024, only 1.86% of registered Sinpe Móvil numbers exceeded 100 monthly transfers. Of those, 722 businesses received over 500 payments per month on average, primarily in sectors like commerce, finance, cooperatives, insurance, and education, some of which are exempt from VAT.
The volume of money moved through the platform is substantial. In 2024, Sinpe Móvil processed ₡10.89 trillion, a ₡2.31 trillion increase compared to 2023. However, the Central Bank cautions that the fiscal benefit of applying withholding taxes would be minimal compared to the risk of impacting the system’s trust and widespread adoption, which has significantly facilitated financial inclusion.
Both institutions are currently in discussions to enhance the traceability of commercial payments without hindering the platform’s usage. This balancing act is crucial to maintaining the benefits of Sinpe Móvil while ensuring compliance with tax regulations.
