San José, Costa Rica — Costa Rica, like much of the world, is experiencing a rapid demographic shift towards an older population. This trend, confirmed by organizations like the World Health Organization (WHO), the United Nations (UN), and the Economic Commission for Latin America and the Caribbean (ECLAC), presents both significant challenges and exciting opportunities for the country.
The proportion of people aged 60 and over is growing faster than any other age group. While Europe and North America are currently the most aged regions, Asia, Latin America, and the Caribbean are also undergoing accelerated change. Increased life expectancy due to improvements in nutrition, sanitation, and medical advancements is a key driver. Simultaneously, declining birth rates are reshaping the population structure, increasing the proportion of older adults relative to children and young people.
To understand the legal implications of Costa Rica’s changing demographics, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica, who offered valuable insights.
Costa Rica’s shifting demographics, with an aging population and declining birth rates, present unique challenges and opportunities for businesses. Areas like elder care and specialized healthcare will see increased demand, requiring adjustments in legal frameworks related to social security and healthcare provision. Furthermore, immigration policies may need to adapt to address potential labor shortages and ensure sustainable economic growth.

Lic. Arroyo Vargas astutely highlights the complex interplay between demographic shifts and policy adaptation. Indeed, navigating these changes will require a proactive and multifaceted approach, ensuring that Costa Rica can harness the potential of its evolving population while addressing the emerging needs of its citizens. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
This demographic shift necessitates urgent social, economic, and political adjustments. Costa Rica will need to address the increasing pressure on healthcare and pension systems, adapt labor markets to an aging workforce, and modify infrastructure to accommodate the needs of older adults.
A 2025 Unimer study titled “What You Don’t Know About Post-50 Consumption,” based on interviews with 500 people aged 50 to 80 in the Greater Metropolitan Area of Costa Rica, sheds light on the consumer behavior of this growing demographic. The study revealed that most older adults combine their own income, whether from salaries, pensions, or other economic activities, with family contributions.
A significant 85% of respondents generated and received their own money, contributing to a sense of independence. Over half (52%) reported saving, and remarkably, 8 out of 10 had paid off their homes, providing financial flexibility and allowing them to prioritize well-being and quality of life. Six out of 10 had bank accounts, further reinforcing their financial stability and independence.
Despite these positive indicators, many brands have overlooked this substantial and growing market segment. These active and financially stable adults have clear purchasing habits and well-defined priorities, presenting a compelling opportunity for businesses willing to adapt.
Developing targeted communication strategies, products, and services that resonate with the needs and expectations of this demographic is crucial. By understanding and addressing the specific requirements of older adults, businesses can tap into a vibrant and growing market while contributing to a more inclusive and age-friendly society.
The challenge for Costa Rica, and for businesses operating within the country, lies in recognizing and capitalizing on the potential of this evolving demographic. By embracing innovative approaches and tailoring offerings to meet the unique demands of older consumers, businesses can unlock significant growth opportunities while contributing to the well-being of a rapidly aging population.
