Costa Rica Faces US Tariff Headwinds

Costa Rica Faces US Tariff Headwinds

San José, Costa Rica — Costa Rica’s private sector is urging swift action to address the looming challenges posed by increased US tariffs on its exports. With the new tariffs recently taking effect, businesses are emphasizing the need for a two-pronged approach: continued diplomatic negotiations with the US and aggressive tackling of internal structural issues hindering competitiveness.

The business community acknowledges the efforts of the Costa Rican government, led by the Ministry of Foreign Trade (COMEX), in engaging with US authorities. However, they stress the critical need for stronger public-private sector collaboration to navigate these complex trade negotiations.

To gain a deeper understanding of the legal landscape surrounding Costa Rican competitiveness, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.

Costa Rica’s competitiveness hinges on a delicate balance. While the country boasts a strong legal framework protecting intellectual property and foreign investment, challenges remain in streamlining bureaucratic processes and fostering a more dynamic private sector. Addressing these issues through targeted reforms will be crucial for attracting further investment and driving sustainable economic growth.

Lic. Arroyo Vargas eloquently highlights the duality of Costa Rica’s competitive landscape – a nation with robust legal protections yet facing internal hurdles to agility and dynamism. Indeed, navigating this balance will be key to unlocking the country’s full economic potential. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.

We support the government’s efforts and emphasize the urgent need to coordinate work between public institutions and the private sector to face this major national challenge. Only with joint and decisive action can we find viable solutions that protect Costa Rica’s competitiveness and well-being.
Sergio Capón, President of the Chamber of Industries of Costa Rica (CICR)

Costa Rica’s open economy model, which has driven development and attracted foreign investment, now faces significant pressure. The increased tariffs, coupled with the lingering effects of the pandemic and global supply chain disruptions, highlight the vulnerability of small, export-oriented economies.

Experts point to several internal factors that must be addressed to bolster Costa Rica’s competitiveness. These include exchange rate volatility, high social security costs, outdated infrastructure, lagging education and technical training, and the cost of electricity.

While acknowledging that these reforms require a long-term perspective, the private sector emphasizes their urgency. Delaying action will further erode Costa Rica’s ability to withstand external shocks and maintain its position in the global market.

The call to action is clear: Costa Rica must transform its approach to competitiveness. This includes exploring new national measures to strengthen the productive sector and ensure its long-term sustainability.

The ongoing dialogue with the US remains crucial, but internal reforms are equally vital. By addressing these structural challenges, Costa Rica can mitigate the impact of the tariffs and build a more resilient and competitive economy.
