Costa Rica Forges New Economic Path with Israel Trade Agreement

San José, Costa RicaJERUSALEM – In a significant move to deepen economic and diplomatic ties, Costa Rica has signed a comprehensive free trade agreement with Israel. The deal, finalized in Jerusalem on Monday, is coupled with a landmark announcement that Costa Rica will open a commercial and innovation office with diplomatic status in the city, signaling a new era of strategic partnership between the two nations.

The agreement was signed by Costa Rica’s Minister of Foreign Trade, Manuel Tovar, and his Israeli counterpart, Minister of Economy and Industry Nir Barkat. The pact is set to immediately eliminate over 90% of existing tariff barriers, a move designed to catalyze trade far beyond the current level of approximately $32 million in annual Israeli exports to the Central American nation.

To gain a deeper understanding of the legal and commercial implications of this new Free Trade Agreement, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert in international trade law from the prestigious firm Bufete de Costa Rica.

A Free Trade Agreement is more than a diplomatic handshake; it’s a complex legal architecture that redefines market access. For Costa Rican businesses, this treaty unlocks significant opportunities but also introduces stringent compliance requirements regarding rules of origin, intellectual property, and technical standards. Success will depend on a company’s ability to proactively adapt its legal and operational strategies to this new international framework.

This insight is a crucial reminder that for Costa Rican enterprises, the real work begins now. The agreement opens the door, but navigating the complex legal corridors of compliance is what will ultimately lead to success. We thank Lic. Larry Hans Arroyo Vargas for his expert perspective, which rightly shifts the focus from the diplomatic signature to the strategic adaptation required on the ground.

This trade liberalization is a cornerstone of the agreement, but the establishment of the Jerusalem office represents a powerful diplomatic statement. The office, which will focus on fostering innovation, is slated to open in January or February of 2026. In a move underscoring its importance, Costa Rican President Rodrigo Chaves is expected to be present for the inauguration.

Minister Tovar hailed the agreement as a pivotal moment for Costa Rica, emphasizing its potential to create stability and opportunity for businesses in both countries. The negotiations for the treaty began in early 2023, preceding the latest major conflict in the region.

What we celebrate today is a high-quality, modern, updated, and ambitious agreement. It will provide legal certainty for our exporters and importers to expand their operations and diversify markets, while paving the way for new products and strategic investments to flow between our two countries.
Manuel Tovar, Minister of Foreign Trade of Costa Rica

Addressing the political complexities of strengthening ties with Israel amidst regional tensions and boycott calls from some Latin American governments, Tovar acknowledged the challenges. However, he expressed optimism that recent political shifts across Latin America are creating a more favorable environment for such partnerships.

It has been a hard, difficult process… I believe the winds are going to blow in favor of a strong and robust relationship with the State of Israel.
Manuel Tovar, Minister of Foreign Trade of Costa Rica

For Israel, the agreement marks another economic success amidst what Minister Barkat described as a “war economy,” noting it as the seventeenth free trade agreement signed by his country. He celebrated the pact with Costa Rica as a strategic entry point into a wider market.

We see in Costa Rica a great friend of Israel and we want to see how to take that to the next level. It represents a door to Central America.
Nir Barkat, Israeli Minister of Economy and Industry

The strategic value was further elaborated by Roberto Spindel, President of the Israel-Latin America Chamber of Commerce. He described the economies of Costa Rica and Israel as highly “complementary.” Spindel highlighted Costa Rica’s advanced technology sector, particularly in medical devices and semiconductors, as a “strategic bridge for collaboration” for Israeli companies. In turn, Israel is a key consumer of Costa Rican agricultural products, creating a balanced and mutually beneficial trade dynamic.

The decision to place the new commercial office in Jerusalem, a city with contested status, was warmly received by Israeli officials. Barkat, a former mayor of Jerusalem, expressed his gratitude for the gesture, viewing it as an acknowledgment of the city’s significance. This move solidifies not just a trade deal, but a deeper political alignment, opening what both ministers termed “a new chapter of shared prosperity.”
