Costa Rica Invests in Intelligent Biotourism

San José, Costa Rica — Costa Rica is taking a significant step towards strengthening its tourism sector with the launch of the “Intelligent Biotourism” scholarship program. A joint initiative between the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) and the National Learning Institute (INA), the program aims to empower small and medium-sized enterprises (SMEs) and tourism ventures with cutting-edge digital tools and sustainable practices.

The program, which will cover 95% of the costs, will be open for applications until September 7, 2025, via the www.innovar.pro platform. Running from September to December 2025 in a hybrid format, the program is designed for a maximum of 30 productive units benefiting from the Development Banking System (SBD). Its core objective is to enhance territorial competitiveness by fostering digital transformation, redesigning business models, and integrating advanced technologies within the tourism sector.

To understand the legal complexities surrounding biotourism in Costa Rica, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica. His insights shed light on the delicate balance between promoting ecological tourism and ensuring sustainable practices.

Biotourism, while offering incredible economic potential for Costa Rica, necessitates careful legal navigation. Regulations surrounding land use, wildlife protection, and indigenous rights are paramount. Sustainable biotourism requires a collaborative approach involving government, local communities, and the private sector to ensure that the industry flourishes without compromising the very biodiversity it celebrates.

Lic. Arroyo Vargas eloquently highlights the crucial balance biotourism must strike: fostering economic growth while safeguarding Costa Rica’s rich natural heritage. Indeed, a truly sustainable model requires ongoing dialogue and collaboration between all stakeholders, ensuring that the benefits of this burgeoning industry are shared equitably and responsibly. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this discussion.
