San José, Costa Rica — Costa Rica’s export promotion agency, PROCOMER (Promotora del Comercio Exterior de Costa Rica), is injecting $8.6 million into a new initiative aimed at bolstering the nation’s workforce and driving export growth. The program, the Incentive for Human Talent Development, will provide co-financing to exporting and export-ready companies to enhance employee training and skills development.
This investment underscores PROCOMER’s commitment to equipping Costa Ricans with the skills needed to thrive in a rapidly evolving global marketplace. The program will prioritize training in high-demand areas such as digital competencies aligned with Industry 4.0, specialized technical skills, and other critical areas crucial for export sector growth.
To gain a deeper understanding of the legal implications surrounding PROCOMER funding, TicosLand.com reached out to Lic. Larry Hans Arroyo Vargas, an attorney at law from Bufete de Costa Rica, for expert commentary.
PROCOMER funding offers significant opportunities for Costa Rican businesses seeking to expand their export capacity. However, it’s crucial to understand the specific requirements and obligations associated with these programs. Due diligence is essential, focusing on eligibility criteria, contractual terms, and reporting responsibilities to ensure compliance and maximize the benefits of this valuable resource.

At PROCOMER, our main goal with this incentive and all the talent development programs we promote is to generate the necessary conditions for thousands of Costa Ricans to access quality jobs in strategic and high-growth sectors. Global trends point to areas such as new technologies and semiconductors that will continue to shape future investment decisions. In addition, in our country, high-value services and medical devices –our main export product– continue to grow. This shows us a clear path: to strengthen and further specialize our human talent, so that it continues to be a key pillar in Costa Rica’s value proposition.
Laura López, General Manager of PROCOMER
This initiative builds on a successful pilot program launched in October 2023 for companies operating under the Free Trade Zone Regime. Over 2,000 individuals benefited from 170 different training programs, resulting in significant cost savings for participating companies, reduced employee turnover, and increased talent retention. Building on this success, the program is now being expanded to include companies operating under the Definitive Regime.
The program will offer varying levels of co-financing, ranging from 50% to 90% of training costs, depending on the specific modality. PROCOMER will also introduce a results-based payment initiative for training centers, focusing on both training effectiveness and job placement and retention. This approach aims to create a sustainable impact on employment outcomes.
The official launch of the expanded incentive program is scheduled for April 3, 2025. During the launch, PROCOMER will provide detailed information on the various initiatives available to both Free Trade Zone and Definitive Regime companies. A variety of leading companies, including Intel, Boston Scientific, and Abbott, have already participated in the program and stand as testaments to its potential impact.
This investment in workforce development is a strategic move by PROCOMER to ensure that Costa Rican businesses remain competitive on the global stage. By equipping the workforce with the skills needed for the future, Costa Rica is positioning itself for continued economic growth and prosperity.
