Costa Rica Invests in Workforce Development and Inclusion

San José, Costa Rica — Costa Rica’s export promotion agency, PROCOMER (Promotora del Comercio Exterior de Costa Rica), is spearheading a significant investment in workforce development and inclusion initiatives aimed at strengthening the country’s competitiveness and attracting foreign direct investment (FDI).

PROCOMER recently hosted the “Business Dialogue for Talent Development and Labor Inclusion,” bringing together FDI companies to share best practices and strategies for attracting and retaining top talent in Costa Rica. A key focus of the dialogue was the human talent incentive program for companies operating within Costa Rica’s free trade zones.

To understand the legal landscape surrounding workforce development initiatives, we spoke with Lic. Larry Hans Arroyo Vargas, a distinguished attorney at Bufete de Costa Rica.

Effective workforce development requires a strong legal framework that balances the needs of employers with the rights of workers. This includes clear regulations on training programs, certifications, and labor standards. Investment in these areas not only improves the skills and employability of the workforce but also fosters a stable and productive business environment, ultimately benefiting the Costa Rican economy.

Lic. Arroyo Vargas’ emphasis on a balanced legal framework is crucial. This program, backed by an $8.6 million fund, offers co-financing opportunities for companies to invest in upskilling their workforce. The focus is on crucial areas such as specialized technical skills and digital competencies aligned with Industry 4.0 principles. Beginning in April, the program will expand to include companies operating under the definitive regime, broadening access to specialized training across a wider range of Costa Rican industries.

Human talent development is a key factor for Costa Rica’s competitiveness. This incentive allows more companies to invest in the training of their employees, ensuring that the country continues to attract foreign investment and generate formal employment in strategic sectors. By connecting training needs with market demand, we are facilitating sustainable growth and greater opportunities for Costa Ricans.

Beyond skills development, PROCOMER is also tackling the gender gap in the Costa Rican workforce. Currently, female participation in the labor force is 27% lower than that of men, a disparity exceeding the OECD average and that of its regional peers. Childcare responsibilities, especially for low-income women, are identified as a primary barrier to entry. To address this, PROCOMER signed a Memorandum of Understanding (MOU) with Caricaco Foundation and Talana of Grupo Dehvi to develop a financial co-responsibility model for childcare, aiming to facilitate greater access to formal employment.

To enhance human talent and generate more job opportunities, it is essential that we work on comprehensive solutions that facilitate female participation in the labor market. The signing of this letter of intent with Caricaco Foundation and Talana of Grupo Dehvi is a key step in building a sustainable childcare model, which will allow more women and families to access formal employment without limitations.
