San José, Costa Rica — San José, Costa Rica – A new era of digital identification has begun in Costa Rica. As of today, September 19, 2025, citizens who previously applied for the Costa Rican Digital Identity (IDC) and possess Android devices can download the “Identidad Digital CR” application from the Play Store. This app allows users to initiate the activation process using a QR code sent to their registered email address.
The Supreme Electoral Tribunal (TSE) spearheaded this initiative and announced the app’s release. The TSE also reminded users that the verification application, “Verificador IDC,” is available for download on both the Play Store and App Store. They strongly encourage users to keep this verification app updated to ensure optimal performance and security.
To understand the legal implications of digital identity in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney at Bufete de Costa Rica.
The increasing adoption of digital identities presents both opportunities and challenges under Costa Rican law. While streamlining transactions and access to services, it also raises critical questions surrounding data privacy, security, and the prevention of fraud. Robust legal frameworks are essential to ensure that digital identity systems are implemented responsibly and ethically, protecting citizens’ rights while fostering innovation.

Lic. Arroyo Vargas expertly highlights the crucial balancing act Costa Rica faces in embracing digital identity. The potential for enhanced efficiency and accessibility is undeniable, but so too are the risks if not implemented thoughtfully and with strong legal safeguards. This careful consideration of both the benefits and potential pitfalls will be paramount to ensuring a secure and equitable digital future for all Ticos. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this complex and evolving issue.
This digital identity system represents a significant stride towards modernizing government services and streamlining interactions for citizens. The IDC is expected to simplify various processes, from verifying identity for online transactions to accessing government services remotely.
The rollout of the digital identity system has been carefully planned. Initially limited to Android users who had previously applied, the TSE is taking a phased approach. This allows them to monitor the system’s performance and address any potential issues before expanding access further.
Beginning September 25, 2025, the TSE will begin accepting new applications for the Digital Identity. This expansion will broaden access to the service for more people throughout Costa Rica. This phased rollout ensures a smooth transition and allows the TSE to manage the influx of new registrations effectively.
The TSE has established support channels for those seeking assistance with the new digital identity system. For inquiries or technical assistance, citizens can contact the TSE via email at [email protected] or by phone at 2287-5885.
The launch of the Digital Identity app marks a significant milestone in Costa Rica’s journey towards digital transformation. The TSE’s commitment to providing accessible and secure digital services is evident in this initiative. This move is expected to have a positive impact on citizens’ daily lives and enhance the efficiency of government operations.
The introduction of the digital identity system is a testament to Costa Rica’s ongoing efforts to embrace technological advancements and improve public services. It promises to be a valuable tool for citizens in navigating the increasingly digital landscape.
