Costa Rica Launches Digital Identity Card

San José, Costa Rica — Costa Rica is taking a significant step towards modernization with the launch of its digital identity card (IDC), officially known as the Identidad Digital Costarricense. Starting September 9, 2025, Costa Rican citizens will be able to obtain a digital version of their cédula for ₡2,600, valid for four years.

This digital ID will hold the same legal weight as the physical cédula, offering a convenient and portable way to verify identity. However, the physical cédula will still be required for voting in the February 1, 2026 elections. Senior citizens will be exempt from the digital card fee.

The Supreme Electoral Tribunal (TSE) has outlined the process for obtaining the IDC. Applicants must have a valid physical cédula, a mobile device, and no pending identity document retrievals. The application process will be available online 24/7 at www.tse.go.cr, accessible from anywhere in the world.

Applicants will need to verify their identity through their cédula number and a biometric verification process. A valid email address will be required for activation. Payment can be made via Visa or Mastercard. After payment, applicants must download the “IDC-Ciudadano” app from their respective app store and activate their digital identity using a PIN, facial recognition, or fingerprint.

The IDC will contain the applicant’s biometric data, securely stored by the TSE from the most recent physical cédula application. First-time cédula applicants will need to obtain the physical document before applying for the digital version.

Portability is a key advantage of the IDC, allowing citizens to easily access their identification on their mobile devices. The digital card adheres to international standards, paving the way for future international identity verification. Advanced encryption and security measures protect the IDC against forgery and tampering.

The TSE emphasizes that the physical cédula will remain available free of charge, except for cases where the maximum number of duplicates is exceeded within a year. Both the TSE headquarters and its 32 regional offices will continue to issue physical cédulas.

The IDC also promises benefits for public and private institutions, including reduced digitization errors, faster and more secure access to personal information, and enhanced protection against identity theft and fraud.
