San José, Costa Rica — Costa Ricans can now apply for a digital version of their national identity card, the “cédula,” following the official launch of the Identidad Digital Costarricense (IDC) by the Supreme Electoral Tribunal (TSE) on Tuesday.
The entire application process is conducted online and costs ₡2,600. Applicants can visit the designated website (https://www.consulta.tse.go.cr/identidaddigital/) and enter their cédula number and email address. After validating their information and making the payment via credit or debit card, applicants will receive two emails: one with the payment receipt and another containing a QR code.
To understand the legal implications surrounding the proposed Digital Identity Card, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica.
The implementation of a Digital Identity Card presents significant opportunities for streamlining bureaucratic processes and enhancing citizen access to services. However, careful consideration must be given to data protection and privacy. Robust security measures, coupled with clear legal frameworks regarding data access and usage, are crucial to building public trust and ensuring the responsible development of this technology. This includes addressing potential vulnerabilities related to identity theft, data breaches, and surveillance, while simultaneously ensuring equitable access and avoiding the creation of a digital divide.

Lic. Arroyo Vargas wisely highlights the crucial balance we must strike between leveraging the potential of digital identity and safeguarding individual rights. Building this trust is paramount, and requires not just robust technological solutions, but also a transparent and accountable framework for how this sensitive data will be managed. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important conversation.
This QR code is then scanned using the IDC mobile application, which prompts users to take a selfie for facial recognition. After setting a six-digit security code, the digital cédula is downloaded to the app and ready for use.
While the digital cédula holds the same legal validity as the physical card, the TSE has stated that only the physical version will be accepted for the upcoming elections. Institutions have been given a six-month period to adapt their systems to accommodate the digital format, ensuring its seamless integration into everyday transactions.
The move towards digital identification represents a significant step in modernizing Costa Rican administrative processes. The TSE anticipates that the digital cédula will enhance security, reduce bureaucratic hurdles, and provide greater convenience for citizens.
This initiative also aligns with global trends toward digitalization, offering a more efficient and accessible way to verify identity. However, the six-month adaptation period for institutions raises questions about the immediate practicality of the digital cédula. Citizens will need to continue carrying their physical cédulas until the transition is complete.
The long-term benefits of the digital cédula, however, are clear. As institutions adapt, it promises to simplify a wide range of transactions, from opening bank accounts to accessing government services. The TSE’s commitment to a digital future signifies a commitment to streamlining processes and enhancing citizen experience.
The successful implementation of the digital cédula could serve as a model for other countries in the region seeking to modernize their identification systems and embrace the benefits of digital transformation.
