Costa Rica Navigates Tourism Challenges in 2025

San José, Costa Rica — Costa Rica’s tourism sector is facing headwinds in 2025, despite optimistic projections. The National Tourism Plan, developed by the Costa Rican Tourism Institute (ICT), initially forecast a 2.7% growth compared to 2024. However, recent data and evolving global circumstances suggest potential adjustments to these targets.

Tourism Minister William Rodríguez expressed confidence in the sector’s long-term prospects, highlighting plans to expand into new markets. Europe, particularly Scandinavia, has been identified as a key area for growth.

Due to the current circumstances, we might see some shifts in those objectives, but as of today, it’s difficult to provide more concrete data. We are working on it. In the medium term, we plan to diversify the destination and reach Italy and the three Scandinavian countries (Norway, Sweden, and Denmark).

This strategic shift comes on the heels of successful expansion into Brazil and Argentina in 2024, further solidifying Costa Rica’s presence in Latin America. However, the immediate focus for 2025 is on markets with direct flight connectivity.

The importance of tourism to Costa Rica’s economy cannot be overstated. The sector is a vital engine for the nation of 5.1 million, which welcomes nearly 3 million visitors annually. Yet, data from the ICT reveals a concerning 3.8% decline in tourist arrivals during the first quarter of 2025 compared to the same period in 2024.

This downturn presents a significant challenge to achieving the projected growth for the year. Minister Rodríguez acknowledged the impact of these early figures.

We are facing an impact; we have a slight downturn in the first three months. It is evident that a small part is being affected by prices, or for other reasons. Costa Rica has always been an expensive destination; that’s a reality we won’t hide. That’s why our model cannot be the same as other destinations in Central America. We don’t compete on price, but on value.

While the ICT attributes the decline to reduced airline seat availability, tourism businesses point to other contributing factors. These include the destination’s perceived loss of competitiveness, the appreciation of the local currency, and heightened global insecurity. Addressing these concerns will be crucial for Costa Rica to regain its footing in the competitive global tourism market.

The government remains committed to its long-term diversification strategy while actively working to mitigate the impacts of the current challenges. The success of these efforts will determine whether Costa Rica can achieve its ambitious tourism goals for 2025 and beyond.
