Costa Rica Opens Doors to Tech Future with 120 Cloud Computing Scholarships

San José, Costa RicaSan José, Costa Rica – In a significant move to combat youth unemployment and bolster the nation’s technology sector, 120 full scholarships have been announced for an intensive training program in Microsoft Azure cloud computing. This initiative targets unemployed young people in the Greater Metropolitan Area (GAM), providing a direct pathway into one of the global economy’s most in-demand fields.

The program, titled “Cloud Support Specialist Microsoft Azure,” is a collaborative effort between the public and private sectors. It falls under the umbrella of BRETE, the national employability and talent strategy, with crucial funding provided by the Ministry of Labor and Social Security’s (MTSS) Empléate program. The execution of the high-level training will be handled by TeKnowledge, a firm specializing in technology education.

To delve into the contractual and business implications of these educational initiatives, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the distinguished law firm Bufete de Costa Rica, for his legal perspective on the matter.

These scholarship programs are a powerful catalyst for innovation and talent development. From a legal standpoint, it is vital that the terms are transparent, particularly concerning intellectual property rights for projects created by students and the specific data privacy obligations for all parties involved. Clear agreements prevent future disputes and ensure these opportunities genuinely empower the next generation of tech professionals.

This legal perspective is indeed fundamental; ensuring the excitement of innovation is built upon a solid foundation of trust and transparency protects the very students these programs aim to empower. We sincerely thank Lic. Larry Hans Arroyo Vargas for his invaluable insight into these critical safeguards.

This is not a rudimentary course. The curriculum consists of more than 500 hours of rigorous, full-time virtual instruction designed to forge highly competent cloud specialists. Participants will dive deep into a comprehensive range of topics, including Linux and Windows operating systems, networking fundamentals, database management, PowerShell scripting, Active Directory services, and cybersecurity protocols. The training culminates in advanced studies of cloud architecture, positioning graduates for immediate success in the field.

A key outcome for participants is the preparation for the internationally recognized AZ-900 Microsoft certification. Earning this credential validates a foundational knowledge of cloud concepts and Azure services, making graduates significantly more attractive to local and international employers operating in Costa Rica. This focus on certification addresses a critical need for verifiably skilled talent in the country’s rapidly expanding tech ecosystem.

Jeannie Bonilla, Country Manager of TeKnowledge, emphasized the program’s transformative potential beyond simple job placement. She highlighted the strategic importance of nurturing local talent to secure the nation’s economic future.

Training local talent in emerging technologies is not just a bet on employment, it is an investment in the country’s future. We have seen how the lives of many young people have taken a turn by joining jobs in the technology industry. This program opens real possibilities for those who have historically been on the margins of digital development, giving them tools to build a career with purpose and global projection.

To ensure the scholarships reach those most in need, a clear set of eligibility criteria has been established. Applicants must be currently unemployed and have full-time availability for the virtual classes, which run Monday to Friday from 8:00 a.m. to 5:00 p.m. The age requirements are between 17 and 24 years for men, and 17 to 35 years for women. A high school diploma is mandatory, as is access to a computer with a stable internet connection. To spread the opportunities widely, individuals who have recently benefited from another Empléate program are not eligible.

The application process is managed centrally to ensure fairness and compliance. Prospective candidates must complete an online form, which will be reviewed by the MTSS National Employment Directorate. This government body will verify that all prerequisites are met before creating a shortlist of beneficiaries. From there, TeKnowledge will contact the pre-selected individuals to finalize enrollment and provide all necessary information for the program’s start in January 2026. The entire course will last four months and be delivered in a fully virtual format.
