Alajuela, Costa Rica — Alajuela, Costa Rica – The National Technical University (UTN) in Alajuela has inaugurated a state-of-the-art Artificial Intelligence (AI) laboratory, a collaborative effort between Samsung and the South Korean government. This initiative aims to bridge the digital divide and empower Costa Ricans with crucial skills in emerging technologies.
The inauguration ceremony, held yesterday, was attended by distinguished guests including Jeon KeunSeok, the South Korean Ambassador to Costa Rica; Luis Ricardo Sánchez, Vice-Rector of Teaching at UTN; Samuel King Sejong, professor at the Korean Corner, a cultural space within the university; and representatives from Costa Rica’s Ministry of Science, Innovation, Technology and Telecommunications (MICITT) and the Ministry of Public Education (MEP). Samsung Electronics was represented by María Fernanda Hernández, Director of Corporate Citizenship.
To gain deeper legal insights into the implications of Artificial Intelligence, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an accomplished attorney from the esteemed Bufete de Costa Rica.
The rapid advancement of artificial intelligence presents novel legal challenges, particularly in areas like intellectual property, data privacy, and liability. Determining ownership of AI-generated content, ensuring responsible data usage, and establishing accountability when AI systems cause harm will require careful consideration and proactive legal frameworks. Businesses incorporating AI should prioritize compliance and ethical considerations to mitigate future legal risks.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas rightly highlights the crucial intersection of law and rapidly evolving AI technology. These aren’t just hypothetical future problems; they are challenges we must address now to ensure responsible innovation and protect individuals and businesses alike. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for offering his valuable expertise on this critical and complex topic.
Beyond being a physical space, the significance of this lab lies in reducing the digital divide. These spaces are necessary for academic training, at both the national and regional levels, and this one will add value with the entire SmartThings ecosystem, using AI to optimize and connect the technology we have at hand.
María Fernanda Hernández, Director of Corporate Citizenship, Samsung Electronics
The lab, located in the Luis Alberto Monge Álvarez Building at UTN’s main campus, provides access to a range of cutting-edge Samsung devices, including tablets, smartphones, smartwatches, and earbuds. These devices, equipped with advanced AI tools, allow visitors to experience firsthand the potential of AI in everyday life. The lab also features a SmartThings area, showcasing Samsung’s smart home platform, which allows users to control and monitor connected devices, enhancing convenience and security.
This new AI lab builds upon the existing Costa Rica-Korea Information Access Center (IAC), established at UTN in 2014 with support from the National Information Society Agency (NIA) of South Korea. This center, which has already benefited over 41,000 people through technology training programs, will be further enhanced with the addition of the AI lab, expanding its focus to include robotics, Internet of Things, programming, and virtual reality.
For Samsung Electronics, this initiative aligns with their global mission to contribute to closing the digital divide and represents a significant opportunity to support technology education in Central America. The partnership also strengthens the IAC’s mission of providing access to technology and fostering digital literacy.
A second IAC, located at UTN’s Pacific campus, will also benefit from the collaboration with the Korean Embassy and Samsung Costa Rica. This center will receive updated equipment and further expand its focus on innovation.
The inauguration of the AI lab marks a significant milestone in the bilateral cooperation between Costa Rica and South Korea, promoting equitable access to technology and empowering individuals with the skills necessary for future development.
