Costa Rica Prepares for Tribu-CR Tax Platform Launch

San José, Costa Rica — Costa Rica’s tax administration is undergoing a significant transformation with the upcoming launch of Tribu-CR, a new digital platform designed to modernize tax management and consultation. The transition will require a temporary shutdown of the existing Administración Tributaria Virtual (ATV) system, starting July 18, 2025, at 11:45 pm. The outage is expected to last for two weeks, with Tribu-CR going live on August 4, 2025.

This two-week period will impact several key tax systems, including Trámites Virtuales (TRAVI), Consulta de Situación Tributaria (Tax Status Inquiry), Sistema de Identificación de Contribuyentes (Taxpayer Identification System – SIC), EDDI 7, Declara7, and DeclaraWeb. These systems will be unavailable during the migration, urging taxpayers to prepare accordingly.

For expert legal insight on the implications of Tribu-CR, we turned to Lic. Larry Hans Arroyo Vargas, an attorney at law from Bufete de Costa Rica.

Tribu-CR’s structure, while seemingly innovative, raises important questions about tax compliance and regulatory oversight. Businesses considering participation should carefully analyze the platform’s operating model to ensure it aligns with Costa Rican law and avoids potential liabilities related to indirect taxation, data privacy, and consumer protection. Due diligence is crucial to mitigate risks and ensure sustainable operations within the legal framework.

Lic. Arroyo Vargas’s cautionary advice is crucial for both businesses and consumers engaging with emerging platforms like Tribu-CR. The rapid evolution of digital marketplaces necessitates a thorough understanding of the legal landscape to ensure ethical and sustainable practices. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for providing his invaluable expertise and shedding light on these critical considerations.

Tax expert Raymundo Volio of Actualidad Tributaria advises businesses and independent taxpayers to ensure their tax obligations are up-to-date before the shutdown. This proactive approach will help avoid operational disruptions and potential penalties for non-compliance.

The new digital tax era does not forgive improvisation. The authorities have made it clear that there will be no extensions on tax deadlines or a ‘grace period’ for implementation, trusting that the platform is intuitive enough for taxpayers to adopt it without delay.

Volio also highlights the importance of accurate tax credit declarations. The migration process will involve a review of existing tax credits, and only those correctly declared will be transferred to the new platform. Credits with discrepancies will require additional documentation.

While most systems will be offline, some will maintain partial functionality. The “Infovasitextil” platform will remain available for specific electronic invoicing matters, and EDDI 7 will continue to process real estate transfer tax payments. ATV’s free invoicing system will also remain operational until August 31, 2025.

To facilitate a smooth transition, Actualidad Tributaria will offer virtual training courses and resources to help businesses and individuals navigate the new Tribu-CR platform. This proactive measure aims to equip taxpayers with the knowledge and skills necessary to utilize the system effectively.

The shift to Tribu-CR marks a significant step towards modernizing Costa Rica’s tax system. While the temporary disruption may pose challenges, it paves the way for a more efficient and streamlined tax management process in the long run.
