Costa Rica Secures Three Hundred Million Dollars from Europe to Revolutionize Its Renewable Energy Grid

San José, Costa Rica — In a major step forward for Latin American sustainable infrastructure, Costa Rica has secured a massive $300 million financial package from European partners. The funding is earmarked for a sweeping modernization of the nation’s electrical grid, ensuring that one of the world’s greenest energy systems can adapt to rising domestic demand and the increasingly unpredictable effects of climate change. The state-owned electricity provider, Instituto Costarricense de Electricidad (ICE), will head the multi-year initiative.

According to official statements from the European Union office in San José, the financial framework consists of two main pillars. The European Investment Bank (EIB) is providing a substantial $200 million loan, while the French Development Agency (AFD) is contributing an additional $100 million. Together, these funds are specifically designed to bolster the resilience, modernization, and long-term sustainability of Costa Rica’s National Electric System (SEN).

To better understand the complex regulatory hurdles and investment opportunities surrounding Costa Rica’s ambitious transition toward a modernized energy grid, TicosLand.com sat down with Lic. Larry Hans Arroyo Vargas, a distinguished legal expert from the prominent firm Bufete de Costa Rica, to get his professional perspective on the path ahead.

Modernizing our national energy grid is not merely a technological challenge, but a profound regulatory one that demands a robust legal framework to safely integrate decentralized renewable energy and attract private capital. For Costa Rica to successfully transition to a smarter grid, we must streamline our public-private partnership models and update utility regulations to ensure compliance, grid stability, and digital security across the entire energy sector.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

Indeed, as Costa Rica strives to maintain its position as a global green pioneer, addressing these regulatory and legal bottlenecks is just as critical as upgrading the physical infrastructure. We sincerely thank Lic. Larry Hans Arroyo Vargas for his valuable perspective, which reminds us that a truly modern and secure smart grid requires a foundation built on robust policy and collaborative partnerships.

Costa Rica’s current energy profile is enviable, with approximately 98 percent of its electricity generated from clean sources—predominantly hydropower, supplemented by geothermal and wind energy. However, this heavy reliance on water resources makes the grid highly vulnerable to changing weather patterns and prolonged droughts exacerbated by global climate change. The newly acquired capital will directly target these vulnerabilities by upgrading transmission lines, distribution networks, and diversifying renewable assets.

Costa Rica’s international leadership in renewable electricity generation, our healthy finances, and an active project portfolio open the doors for friendly countries to allocate resources to the renewal of our National Electric System. We must move toward a participatory, modern, and barrier-free model.
Marco Acuña, President of ICE

The partnership fits neatly into the broader European Union Global Gateway investment strategy, which seeks to narrow global investment gaps through sustainable and transparent partnerships. Furthermore, this initiative aligns with the Regional Electricity Market (MER) strengthening plan in Central America. For European authorities, the MER is viewed as a vital regional cooperation hub that blends green transition goals with climate resilience and cross-border energy security.

Beyond the financial influx, the agreement introduces an essential component of technical exchange. EDF International Networks (EDF IN), a prominent French utility company, will collaborate directly with ICE. This technical assistance is geared towards accelerating the digitalization of the national grid, integrating smart technologies, and training local engineers to manage a more complex, decentralized power system.

This alliance provides resources to make investments possible and knowledge to strengthen capabilities that remain over time, which is why the European Union joins the vision of ICE, connecting Costa Rican experience with French and European capabilities to build shared responses to the challenges of the energy transition.
Pierre-Louis Lempereur, European Union Ambassador to Costa Rica

As Central America experiences rapid industrialization and urban growth, the demand for reliable power has surged. Modernizing the transmission and distribution networks will not only prevent future brownouts but also make the local economy more attractive to foreign direct investment. By ensuring that its grid remains both green and highly stable, Costa Rica continues to serve as a blueprint for sustainable development on the global stage.
