A cornerstone of the financial strategy involves leveraging public-private partnerships (PPPs) to inject new capital into the housing and construction sectors. By moving beyond traditional government funding, Fernández aims to create a more dynamic and responsive development environment, capable of meeting the growing demand for housing more efficiently and on a larger scale.

A significant component of the plan centers on the Greater Metropolitan Area, with a renewed push for the long-debated “Ciudad Gobierno” (Government City) project. The initiative seeks to modernize San José’s urban core by consolidating government offices into a central complex. Proponents argue this would not only streamline public administration but also generate substantial state savings by eliminating widespread rental expenditures, freeing up capital for other national priorities.

Beyond the capital, the proposal calls for orderly, climate-resilient urban planning nationwide. This would be achieved by providing enhanced technical support, resources, and streamlined processes to municipal governments. This initiative would introduce and expand flexible housing options such as leasing, rent-to-own schemes, and traditional rentals with an option to purchase. The program is designed to bridge the gap for those who earn too much to qualify for traditional social aid but still struggle to secure a conventional mortgage.

Fernández advocates for urban renewal programs that utilize real estate development models to regularize and formalize consolidated informal communities.
