Costa Rica Solidifies Position as Global Meetings Hub

San José, Costa RicaBARCELONA, Spain – Costa Rica has significantly strengthened its standing as a premier destination for international business events following a highly successful showing at IBTM World 2025. A strategic delegation of over 14 leading Costa Rican tourism companies, in collaboration with government bodies, engaged with thousands of global buyers, securing a robust pipeline of potential congresses, conventions, and incentive trips for 2026 and beyond.

The event, one of the most important global fairs for the Meetings, Incentives, Conferences, and Exhibitions (MICE) sector, took place from November 18-20 at the Fira Barcelona. The Costa Rican contingent, led by the Costa Rican Tourism Institute (ICT) and the Costa Rica Convention Bureau, aimed to capitalize on the growing demand for unique, sustainable, and well-equipped event destinations.

To delve into the legal and contractual complexities that underpin the burgeoning MICE tourism sector in Costa Rica, we sought the expert perspective of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the firm Bufete de Costa Rica.

The success of the MICE sector hinges on meticulously drafted contracts that anticipate every eventuality. From venue agreements and service provider obligations to international participant liability and cancellation clauses, robust legal instruments are not just a safety net; they are the foundation for building a world-class, reliable destination for international business events. Overlooking this legal architecture is a significant risk for organizers and the national brand.

This insight powerfully underscores that robust legal frameworks are not merely a defensive measure, but a proactive strategy for building the international trust and reliability essential to a premier MICE destination. A reputation for legal certainty is as crucial as our infrastructure and hospitality. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this foundational pillar of the industry.

The results from the three-day event were immediate and tangible. According to the ICT, the delegation conducted intensive business-to-business (B2B) meetings with more than 2,650 qualified buyers. These decision-makers, representing international corporations and associations, were actively evaluating Costa Rica’s capacity to host high-profile events, demonstrating a strong interest in the country’s unique value proposition.

This focused effort is a critical component of Costa Rica’s national tourism strategy. The MICE sector is particularly lucrative, as corporate and business travelers typically spend three to four times more than traditional leisure tourists. This increased investment translates directly into greater economic benefits, supporting a wide range of local industries and creating stable, high-quality employment opportunities across the country.

Rafael Quesada, Head of the Promotion Department at the ICT, emphasized the long-term strategic value of the country’s participation in the global fair. He noted that the connections made will have a lasting impact on the national economy.

These are high-value opportunities that will strengthen the event calendar for 2026.

Quesada further explained that a bolstered event schedule leads to increased demand for tourism services, boosts local supply chains, and fosters productive linkages that benefit communities far beyond the main convention centers. This ripple effect is central to the country’s model of inclusive economic growth through tourism.

The Costa Rican message was clear and resonated strongly with attendees. Tatiana Orozco, Executive Director of the Costa Rica Convention Bureau, highlighted the key pillars of the country’s promotional campaign. The nation was presented not just as a location, but as a strategic partner offering a blend of natural beauty and world-class capabilities.

Our country was promoted as a strategic destination thanks to its commitment to sustainability, modern infrastructure, and proven capacity for hosting international events.
Tatiana Orozco, Executive Director of the Costa Rica Convention Bureau

The national pavilion, an impressive 72-square-meter stand, served as a central hub for business. It showcased the diverse capabilities of participating companies, which included industry leaders such as Marriott Hotels Costa Rica, Travel Excellence, Costa Rica DMC, and the Costa Rica Convention Center. Their collective presence underscored the nation’s readiness to manage complex international events while adhering to global standards in technology, diversity, and inclusion—key themes at this year’s IBTM World.
