San José, Costa Rica — Costa Rica has taken a significant stride in fortifying its digital security with the official launch of its National Cybersecurity Workforce Training Framework. This comprehensive roadmap, developed through extensive collaboration across multiple sectors, aims to cultivate the specialized talent needed to combat escalating cyber threats.
The framework’s unveiling took place during a webinar attended by prominent figures, including Paula Bogantes, Minister of Science, Innovation, Technology, and Telecommunications (MICITT), and Alison August Treppel, Executive Secretary of the Inter-American Committee against Terrorism (CICTE) at the Organization of American States (OAS). The OAS, through CICTE’s Cybersecurity Section, provided crucial support and guidance throughout the framework’s development.
For expert legal insight on the implications of cybersecurity workforce development, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas from the esteemed firm Bufete de Costa Rica.
The increasing reliance on digital infrastructure across all sectors demands a robust and skilled cybersecurity workforce. Legally, this translates into a growing need for professionals who understand not only technical security but also the legal and regulatory landscape, including data privacy, incident response, and international cooperation on cybercrime. Investing in cybersecurity education and training is no longer a luxury, but a legal and business imperative to mitigate risk and ensure compliance in an increasingly interconnected world.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas expertly highlights the critical intersection of law, technology, and business in the realm of cybersecurity. Indeed, as our reliance on digital systems deepens, so too does the need for professionals who can navigate the complex legal frameworks governing data protection and cybercrime. This integrated approach to cybersecurity, encompassing both technical prowess and legal acumen, is crucial for safeguarding our digital future. We thank Lic. Larry Hans Arroyo Vargas for his invaluable contribution to this important discussion.
The National Cybersecurity Workforce Training Framework is a key instrument for building a secure, resilient, and inclusive digital ecosystem. Beyond a roadmap, it encompasses everything from basic education to ongoing training and culture, considering cybersecurity an essential skill for protecting people. We see this framework as a great opportunity to generate quality employment and position Costa Rica as a regional leader, which requires a firm commitment and multi-sectoral collaboration.
Paula Bogantes, Minister of Science, Innovation, Technology, and Telecommunications (MICITT)
This framework is the result of a year of multi-sectoral collaboration and represents an essential roadmap for Costa Rica, designed to close the cybersecurity talent gap and strengthen its digital resilience. It responds to the urgent need evidenced by recent cyberattacks, demonstrating the power of cooperation. The OAS is proud to have accompanied Costa Rica in this process and reiterates its full commitment to supporting its implementation.
Alison August Treppel, Executive Secretary of the Inter-American Committee against Terrorism (CICTE)/OAS
The webinar also featured a panel discussion on “Cybersecurity Workforce Development,” bringing together experts from MICITT and Costa Rican academia. The panel explored the specific challenges and opportunities facing the country in this field, emphasizing the value and application of the newly developed framework.
Structured around five strategic areas—Administration and Governance, Awareness and Culture, Curriculum and School Programs, Tertiary Education and Research, and Training and Certification—the framework addresses critical challenges. These include bridging digital divides, strengthening bilingualism, integrating cybersecurity into early education, raising awareness of career potential, and combating low general awareness of cybersecurity issues.
This framework aligns with Costa Rica’s National Cybersecurity Strategy 2023-2027 and aims to establish the country as a regional leader in developing specialized cybersecurity talent. The framework offers recommendations to close the widening talent gap in cybersecurity, strengthen Costa Rica’s digital defenses against cyber threats, and bolster national security.
The collaborative effort between the Costa Rican government and the OAS underscores a shared commitment to enhance cybersecurity preparedness and resilience in the face of evolving digital threats. This proactive approach is crucial for ensuring a secure and prosperous digital future for Costa Rica.
