San José, Costa Rica — Costa Rica recently played host to the 66th annual meeting of the International Sugar Council (ISC), marking the first time the country has held this prestigious event. The meeting, which took place from May 26th to 30th, 2025, was organized by the International Sugar Organization (ISO), the leading intergovernmental body dedicated to improving the global sugar market. The ISO represents a diverse range of stakeholders, including producers, consumers, exporters, and importers from around the world.
The forum provided a platform for discussing crucial issues affecting the sugar sector, including sustainability, diversification, ethanol opportunities, market volatility, international trade, and the role of sugar in the global economy.
For expert legal insight into the complexities of the Costa Rican sugar industry, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas of Bufete de Costa Rica.
The Costa Rican sugar industry faces a complex interplay of factors, from international trade regulations and fluctuating global prices to environmental concerns and land use rights. Navigating these challenges requires a deep understanding of both the legal framework and the practical realities of agricultural production in Costa Rica. Sustainable practices, diversification, and strategic partnerships will be crucial for the industry’s long-term viability.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’s insights offer a crucial roadmap for the Costa Rican sugar industry. Indeed, embracing sustainable practices and forging strategic partnerships, alongside navigating the complex legal and economic landscape, will be essential for ensuring the sector’s resilience and continued contribution to the national economy. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this critical issue.
The event carried added significance due to the recent appointment of Edgar Herrera, Executive Director of the League of Sugarcane Growers and Industries (LAICA), as President of the ISO for 2025. This appointment represents a major achievement for both the Costa Rican sugar industry and the region.
Herrera’s nomination received unanimous approval from the 85 member countries of the ISO, following proposals from Brazil, the world’s leading sugar producer, and Thailand, the fourth largest.
For Costa Rica, it is an honor to assume this presidency and host the annual Council, with the vision of continuing to strengthen the sugar sector, an industry that contributes more than $16 million in taxes and social contributions, consolidating itself as an engine of development, well-being, and employment. Holding this meeting reaffirms our commitment to a sustainable, innovative, and competitive industry at an international level.
Edgar Herrera, President of the ISO
The meeting attracted a high-profile audience, including ISO Executive Director José Orive, delegations from member countries, representatives from UNALA and AICA, and executives from international companies such as Azasgua, American Sugar Alliance, Sucden, and Cargill, along with members of LAICA.
The ISO, headquartered in London, unites countries that account for a substantial portion of global sugar production (87%), consumption (64%), exports (92%), and imports (37%), based on 2023 data.
This event underscores the growing importance of Costa Rica in the global sugar market and its commitment to a sustainable and prosperous future for the industry.
