Puntarenas, Costa Rica — PUNTARENAS – A new chapter has begun for Puntarenas F.C. following its official sale on December 3rd to a consortium of Mexican investors. The group, with deep ties to the energy sector, has installed Manuel Velarde as the club’s new president, and he is making it clear their ambitions extend far beyond the pitch. Their strategy involves a holistic development plan aimed at awakening a region they see as full of untapped potential yet simultaneously neglected.

In his first extensive interview since taking the helm, Velarde revealed that the initial scouting trip to Costa Rica was eye-opening. The investors were not only impressed by the competitive level of the local football league but were also struck by the vast commercial and social opportunities lying dormant within the province of Puntarenas itself.

We were surprised by many things, both the football level we found in the league, which caught our attention, and we saw many opportunities around the sports area and also many opportunities around the Port area itself. We believe it is an area, a municipality that has incredible potential and that at any moment can grow, obviously accompanied by the club.

Velarde emphasized that the ownership group’s philosophy is not one of extraction but of investment and partnership with the community. He articulated a vision where the football club acts as a catalyst for broader economic growth, leveraging the investors’ business acumen to foster development in various sectors. The goal is to create a symbiotic relationship where the success of the team fuels the prosperity of the province, and vice versa.

We do not come with the sole objective of taking or draining what the club can give us; on the contrary, we come with the objective of giving back a significant part to the Port and, in due course, consolidating the work we begin today in different areas, not only in sports. The people who accompany me are businesspeople dedicated to other things, and surely when they came, they also saw important business opportunities in the Port.

However, the new president also shared a more sobering observation that has become a core motivator for their mission. He described a palpable sense of stagnation and abandonment in the province, a paradox given its stunning natural beauty, warm population, and attractions like the famed Paseo de los Turistas. Velarde believes this potential is being squandered and sees the club as a powerful vehicle to reverse this trend.

It feels abandoned. Suddenly, one doesn’t understand how, having that seafront, that Paseo de los Turistas, that village life—because it still has a village life, for which many tourists in the world pay impressive amounts of money to go to other places that have the same thing—it isn’t being taken advantage of.

Underscoring the seriousness of this new venture, Velarde confirmed his personal, long-term commitment by relocating to Costa Rica with his family. He acknowledged that the project’s ambitious goals will not be realized overnight, framing it as a medium-term endeavor that requires patience and dedication. On the sporting side, the immediate objectives are to make the team a consistent contender for the final phases of the tournament and eventually earn a spot in CONCACAF competitions. This includes plans to renovate the historic Estadio Lito Pérez.

Drawing on his experience as the former executive president of Atlante and sporting president of Querétaro in Mexico, Velarde offered a final analysis of Costa Rican soccer. He praised the league for its high level of competition but pointed to a critical weakness that needs addressing across the country.

They have a super competitive league. I was surprised, to be honest… Perhaps where I see the most deficiencies is at the infrastructure level—stadium infrastructure, field infrastructure. I’m not a fan of so much synthetic turf; it seems to me that the sport is transformed on synthetic turf, it’s not the same as on natural grass. Some stadiums could perhaps begin a remodeling process, but on a football level, it seems to me that the league is at a very good level.
