Costa Rica Unveils National Blueprint to Boost Student Retention

San José, Costa RicaSAN JOSÉ – In a decisive move to combat student attrition, Costa Rica’s Ministry of Public Education (MEP) has brought together the nation’s leading educators to share and analyze successful strategies for keeping students engaged and enrolled. The 2025 National Meeting of Good Practices, a landmark event organized by the ministry’s Unit for Educational Permanence and Reincorporation (UPRE), served as a national platform for innovation in education.

The conference assembled a diverse group of frontline professionals, including teachers, school principals, psychologists, and interdisciplinary support teams from every corner of the country. Their collective mission was to present and discuss field-tested initiatives that have proven effective in preventing students from dropping out and helping those who have already left to return to the classroom. This collaborative forum underscores a growing national commitment to addressing the root causes of educational exclusion.

To understand the contractual and regulatory framework surrounding student retention policies in educational institutions, we sought the expert analysis of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the firm Bufete de Costa Rica.

The relationship between an educational center and a family is fundamentally a contractual one. Therefore, policies on student retention, tuition refunds, and early withdrawal must be explicitly and clearly defined in the service agreement. Ambiguity in these clauses often leads to disputes that, under consumer protection regulations, are typically resolved in favor of the student’s family, safeguarding their rights as the recipient of the educational service.

This legal perspective powerfully underscores that clear contractual clauses are not merely a defense against potential disputes, but the very foundation of a trusting relationship between an institution and its families. We are grateful to Lic. Larry Hans Arroyo Vargas for providing such a clear and essential insight.

A total of 26 distinct and innovative experiences were showcased, each representing a unique approach developed within a specific Regional Directorate of Education. These strategies spanned a wide range of creative interventions, from establishing hands-on school gardens that teach sustainability and responsibility, to leveraging modern technology for more dynamic learning. Other highlighted practices included systematic student check-in calls, targeted motivational support programs, and expressive arts workshops designed to foster emotional well-being.

The overarching goal of these diverse projects, and of the conference itself, was to move beyond traditional academic metrics and build a comprehensive support network around each student. The Ministry emphasized that the focus was on creating a system responsive to individual needs, a sentiment captured by the event’s stated objective.

The implications of these initiatives extend far beyond the schoolyard. By championing practices that promote educational equity and social inclusion, the MEP is directly tackling systemic challenges. These programs are particularly vital for children, adolescents, and adults in vulnerable conditions, offering them a tangible path to reclaim their fundamental right to an education and, by extension, improve their long-term economic and social prospects.

Furthermore, the projects reflect a significant institutional shift towards building what the Ministry calls more “humane and sustainable” school environments. This philosophy prioritizes the holistic development of the student, ensuring that schools are not merely places of academic instruction but also safe, nurturing communities. In such an environment, every student can find genuine opportunities to continue learning, growing, and developing the skills needed for a successful future.

The central role of the UPRE in orchestrating this national dialogue is critical. As the specialized unit dedicated to retention and re-enrollment, UPRE acts as the strategic nerve center for the MEP’s efforts in this area. By facilitating the exchange of best practices, the unit helps ensure that a successful program in one region can be adapted and implemented in another, fostering a culture of continuous improvement across the entire public education system.

The 2025 National Meeting of Good Practices is more than a one-time event; it represents the foundation of a nationwide strategy. The knowledge and successful models shared will now form a valuable resource for educators across Costa Rica, empowering them with proven tools to build a more resilient, inclusive, and effective educational framework that leaves no student behind.
