Costa Rica Updates Electronic Invoicing System

San José, Costa Rica — Costa Rica is updating its electronic invoicing system. Starting September 1, 2025, Version 4.4 of the Comprobantes Electrónicos system will come into effect. This update introduces significant changes, most notably the requirement to specify payment methods, including SINPE Móvil and digital platforms, directly on electronic invoices.

The widespread use of SINPE Móvil, a popular mobile payment platform, drove the need for this change. The Costa Rican Institute of Public Accountants (Colegio de Contadores Públicos de Costa Rica) emphasizes that this new version will enhance the Ministry of Finance’s ability to monitor tax compliance and identify discrepancies or omissions in tax declarations.

The updated system enables better tracking of payment methods for tax control. This is particularly important given the existing limits on deductible expenses paid in cash. Expenses exceeding three base salaries are not deductible from income tax unless backed by bank records (checks, transfers, etc.). Therefore, it’s crucial for taxpayers to verify the accuracy of payment details on their electronic invoices.

Beyond SINPE Móvil integration, Version 4.4 introduces several other changes. These modifications mainly affect the structure of the electronic document and the transaction data provided. Key updates include the addition of a field to identify the electronic invoicing system provider, a new electronic payment receipt for credit transactions, and the requirement for electronic invoices for cross-border services.

The update also introduces new payment options like “SINPE Móvil” and “digital platform,” modifies the Value Added Tax (IVA) rate codes, and mandates the use of the CAByS code (Central American Classification of Goods and Services) for credit and debit notes linked to electronic invoices containing this code.

Furthermore, Version 4.4 incorporates new transaction types for specific tax treatments, integrates new conditions for taxpayers using the CAByS code for combos/assortments/packages, and makes the “Nature of the discount” field mandatory.

Businesses are encouraged to review these changes with their tax advisors or authorized public accountants to understand their potential impact on operational processes. The Costa Rican Institute of Public Accountants emphasizes the importance of compliance for all businesses, regardless of size. They recommend verifying the registration of their system provider with the Ministry of Finance and staying informed about TICO-Factura, the Ministry’s free invoicing tool.

If the taxpayer is complying with their formal and material obligations before the Tax Administration, detailing the payment method by SINPE Móvil or digital platform will not be a determining change.
