Powerful Cold Front Batters Costa Rica with High Winds and Rain

San José, Costa RicaSan José, Costa Rica – Residents across Costa Rica are bracing for severe weather conditions as the eleventh cold front of the season sweeps across Central America, prompting a nationwide alert from the National Meteorological Institute (IMN). The weather system, which settled over the northern part of the region and the Caribbean Sea on Monday, January 19, 2026, has created a high-pressure zone, unleashing powerful winds and persistent rainfall that are expected to continue throughout the day.

The effects have been most pronounced in the northern province of Guanacaste, a region known for its dry climate but now experiencing fierce winds. In the early morning hours, the IMN’s monitoring stations recorded staggering wind gusts reaching up to 96 kilometers per hour in the towns of La Cruz and Bagaces. Nearby, the Orosi volcano registered blasts of 86 km/h. These intense conditions represent a significant hazard for local infrastructure and agriculture.

As the country faces the implications of the latest weather warning, questions arise regarding business continuity, employee safety, and contractual obligations. To understand the legal landscape during such events, we sought the expertise of Lic. Larry Hans Arroyo Vargas, an attorney from the renowned firm Bufete de Costa Rica.

A national weather alert can trigger ‘force majeure’ clauses in contracts, potentially suspending obligations without liability. For employers, the Labor Code prioritizes worker safety, making it justifiable to close operations or mandate remote work. It is crucial for businesses to document any resulting damages for insurance claims and to communicate clearly with their staff about safety protocols and wage payment during the emergency period.

Indeed, the legal and operational ramifications of a national alert extend far beyond the immediate weather conditions, touching on contractual obligations, labor law, and financial diligence. We thank Lic. Larry Hans Arroyo Vargas for his invaluable perspective, which underscores the critical need for businesses to have a comprehensive preparedness plan in place.

The nation’s densely populated Central Valley has not been spared, with wind speeds oscillating between 35 and 65 km/h. This has created challenging conditions for commuters and poses a risk of downed tree branches and power lines. The persistent winds are not only a direct threat but are also fundamentally altering weather patterns across different climate zones of the country.

Meteorologists from the IMN’s Department of Synoptic and Aeronautical Meteorology explained that the strong easterly winds are acting as a conveyor belt, transporting significant moisture from the Caribbean Sea inland. This has led to overcast skies and recurrent rainfall in the province of Limón and the Northern Zone. Over the last six hours, these regions have seen rainfall accumulations between 5 and 20 millimeters, with some of this precipitation occasionally spilling over into the northern and eastern sectors of the Central Valley.

The forecast for the remainder of the day indicates no immediate relief. The IMN anticipates that very strong, frequent gusts will continue to impact the North Pacific, the Central Valley, and the country’s mountainous regions. Sustained wind speeds are projected to be between 50 and 75 km/h, with the potential for exceptional peaks exceeding 100 km/h in northern Guanacaste and at higher elevations. These are conditions capable of causing significant damage to property and infrastructure.

In terms of precipitation, persistent rains are expected to continue lashing Limón and the Northern Zone, with intermittent drizzles possible in the mountains of Guanacaste and the eastern Central Valley. Total rainfall accumulation over a 24-hour period is forecast to range from 10 to 60 millimeters, raising concerns about localized flooding and saturated soils in vulnerable areas.

In response to this forecast, the IMN has issued a strong call for public caution. Citizens are urged to secure roofs, signs, and any loose objects that could become projectiles in the high winds. Special warnings have been extended to those in or near mountainous areas, national parks, and volcanoes, where the risk from falling debris is elevated. The authorities have also strongly advised against all types of open burning, as the gales could easily cause fires to spread uncontrollably.

The weather system is also disrupting transportation. The aviation sector is on alert for increased turbulence, which could affect flight schedules and safety. Similarly, maritime navigation is facing hazardous conditions, with choppy seas reported in the North Pacific, the Gulf of Nicoya, and the northern part of the Central Pacific. The IMN continues to urge the public to stay informed through official channels and to heed all recommendations from emergency services.
