Costa Rican Cycling Ascends to Global Stage

San José, Costa RicaSAN JOSÉ – In a landmark achievement for national sports, the Costa Rican Cycling Federation (FECOCI) has secured a historic promotion to Group 2 within the International Cycling Union’s (UCI) national federation rankings. This significant advancement elevates the country from its long-standing position in Group 3 and signals a new era of international recognition and opportunity for Costa Rican cyclists.

The promotion is not merely a symbolic step but a tangible acknowledgment of the nation’s comprehensive growth in the sport. The UCI, the world governing body for sports cycling, based its decision on a rigorous evaluation of multiple factors that paint a picture of a thriving and well-managed organization. This ascent validates years of persistent effort in athletic development, event organization, and strategic financial management.

As the popularity of both competitive and recreational cycling continues to surge across Costa Rica, the sport’s ecosystem is evolving rapidly. To understand the legal and commercial frameworks underpinning this growth, from event organization to team sponsorships, we sought the expert opinion of Lic. Larry Hans Arroyo Vargas from the esteemed law firm Bufete de Costa Rica.

The rise of cycling in Costa Rica is transitioning from a grassroots movement to a professional industry. This requires a shift in mindset towards formal legal structures. From airtight sponsorship agreements that protect riders and investors alike, to clear liability and insurance protocols for race organizers, establishing a solid legal foundation is no longer optional—it’s essential for ensuring the sport’s long-term commercial viability and safety.

According to the UCI’s assessment, three core pillars underpinned Costa Rica’s success: its vibrant sporting reality, the substantial number of licensed athletes, and the federation’s proven financial solidity. The numbers speak for themselves. In the last cycle, FECOCI successfully organized nearly 100 national and international events, showcasing a robust and active cycling calendar. Furthermore, the federation now boasts nearly 3,000 registered cyclists, a figure that reflects sustained growth and widespread participation in the sport across the country.

A critical component of this success story has been FECOCI’s impressive financial turnaround. The federation has cultivated a new level of economic stability through more efficient administrative practices and, crucially, the backing of new sponsors. This enhanced fiscal health provided the strong foundation necessary to support its ambitious sporting goals and meet the stringent requirements set forth by the UCI for promotion.

Óscar Ávila, President of FECOCI, emphasized that the achievement was the result of a collective effort, overcoming significant hurdles along the way. He views the promotion as a validation of the entire cycling community’s dedication.

This UCI rating is a recognition of the teamwork that has been carried out at the Federation despite the regulatory difficulties in holding cycling events, while also demonstrating a great effort to consolidate a solvent financial situation that provides a solid foundation to continue working for cycling
Óscar Ávila, President of FECOCI

Ávila also extended his gratitude to the wide network of partners and stakeholders whose support was indispensable. He highlighted the collaborative spirit that now defines the sport in Costa Rica, from grassroots supporters to government entities.

We feel committed to the sponsors, associates, private event organizers, judges and commissaires, authorities of the Government of the Republic, transit officials, municipal authorities, and the thousands of cyclists who support the events
Óscar Ávila, President of FECOCI

This promotion places Costa Rica in elite company. It is now the first and only Central American federation to achieve Group 2 status, standing alongside regional cycling powerhouses such as Colombia, Mexico, and Chile. This new positioning not only enhances the nation’s prestige but also redefines its role as a leader and benchmark for the sport throughout the isthmus.

Looking ahead, the new status is expected to be a decisive catalyst for the future of Costa Rican cycling. It unlocks access to greater international opportunities, potentially including hosting higher-caliber events, increased participation in global competitions, and enhanced development programs for emerging athletes. For the nation’s cyclists, this milestone represents a clear pathway to competing at the highest levels of the sport, powered by a federation that has proven its mettle on the world stage.
